The global engagement of indigenous peoples at the international level has led to some positive institutional developments, including the establishment of the Local Communities and Indigenous Peoples Platform of the United Nations Framework Convention on Climate Change. The traditional knowledge of indigenous peoples can play an important role in the fight against climate change. Member States and United Nations entities should ensure that any activities related to the use of the traditional knowledge of indigenous peoples respect indigenous peoples’ own protocols and consent agreements for managing access to their traditional knowledge. Strengthening and ensuring the full participation of indigenous peoples at all levels is also critical for the design and implementation of climate policies, plans, programmes and projects at the local, national and global levels.

In order to fully address the fact that indigenous peoples lag behind in terms of the attainment of the Millennium Development Goals, it will be necessary for UNDP to strengthen its policies to integrate human rights and indigenous peoples’ issues into all projects that affect indigenous peoples, in particular with regard to strategies and tools aimed at achieving the Millennium Development Goals.

States, the United Nations system and other intergovernmental organizations should support the efforts of indigenous peoples to build, articulate and implement their visions of and strategies for development. They should provide adequate funding, technical and institutional support and training to enable indigenous peoples to achieve the Millennium Development Goals and for indigenous peoples to participate effectively in the planning, design, implementation, monitoring and evaluation of policies, programmes and projects
