The Forum recognizes the efforts of the World Bank in the consultation process and the review of its policy on indigenous peoples. The members of the Forum request that the final draft policy be made available to them before its presentation to the Board of the World Bank. The members of the Forum express their great interest in reviewing the draft policy and making recommendations, as well as in meeting with the Board of Executive Directors of the World Bank.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. The Permanent Forum calls for urgent, serious and unprecedented action by the Economic and Social Council and the General Assembly, along with all United Nations bodies and agencies, recognizing that climate change is an urgent and immediate threat to human rights, health, sustainable development, food sovereignty, and peace and security, and calls upon all countries to implement the highest, most rigorous and most stringent levels of greenhouse gas reduction.

The Permanent Forum welcomes the efforts of the indigenous Global Coordinating Group to respond to the request of the President of the General Assembly as its sixty-eighth session, which concluded with the nomination of two indigenous advisers. The Forum urges the President of the sixty-eighth session to formalize their designation so as to start the consultation process on the high-level plenary meeting/World Conference on Indigenous Peoples as soon as possible, by June.

The Forum recommends that States, United Nations agencies, bodies and funds, other multilateral bodies and financial institutions and other donors provide technical and financial support to protect and nurture indigenous peoples’ natural resource management, environment-friendly technologies, biodiversity and cultural diversity and low-carbon, traditional livelihoods (pastoralism; rotational or swidden agriculture; hunting and gathering and trapping; marine and coastal livelihoods; high mountain agriculture; etc.). The Forum further recommends that discussions and negotiations on strengthening the links between climate change, biodiversity and cultural diversity under the Convention on Biological Diversity or the United Nations Framework Convention on Climate Change ensure the effective participation of indigenous peoples.

The Permanent Forum recommends that the United Nations Children’s Fund (UNICEF) and UNESCO reinforce quality education by building indigenous knowledge and culture into education programmes and curricula, including education for sustainable development and for natural disaster preparedness, and promoting the use of indigenous language as the medium of instruction. The important role of indigenous learning methodologies, including experiential learning with community members outside of the classroom, should also be included.

The Permanent Forum welcomes the establishment of the steering committee on indigenous peoples of Africa that consists of the working group on indigenous populations/communities and minorities in Africa as well as interested members of the Inter-Agency Support Group on Indigenous Peoples’ Issues. The Forum invites the steering committee to work with the members of the Forum to support the implementation of the system-wide action plan on the rights of indigenous peoples as well as the United Nations Declaration on the Rights of Indigenous Peoples on the African continent. The Forum also encourages United Nations agencies, funds and programmes to establish a similar inter-agency group in Asia.

The Permanent Forum recognizes the importance of indigenous peoples knowledge systems as the basis of their development with culture and identity and therefore recommends that ongoing international processes, such as negotiations on the international regime on access and benefit-sharing of the Convention on Biological Diversity, the Ad Hoc Working Group on Long-term Cooperative Action of the United Nations Framework Convention on Climate Change, and the Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore of the World Intellectual Property Organization, should recognize and integrate the crucial role and relevance of indigenous knowledge systems in accordance with the United Nations Declaration on the Rights of Indigenous Peoples.
