The Permanent Forum is requested to support the planning and development of a world indigenous forum on the right to water, including the cultural and spiritual dimensions of water and peace. Planning for the forum shall be carried out through appropriate United Nations agencies and bodies and indigenous peoples’ organizations from all regions that have been working on water issues, including the United Nations Educational, Scientific and Cultural Organization (UNESCO) Institute for Water Education, the World Water Assessment Programme and UNICEF.

The Permanent Forum recommends that the Department of Economic and Social Affairs, in cooperation with the Office of the United Nations High Commissioner for Human Rights (OHCHR), facilitate a series of online regional meetings in 2023 to discuss the development of standards and redress mechanisms for conservation programmes that affect indigenous peoples’ lands, territories and waters. The dialogue should include the Special Rapporteur of the Human Rights Council on the rights of indigenous peoples, the Permanent Forum, indigenous peoples’ representatives, non-governmental organizations, the private sector and other stakeholders. The Permanent Forum would welcome a presentation of the outcomes of such a meeting at its twenty-third session, to be held in 2024.

The Permanent Forum decides that Forum members Lars-Anders Baer, Bartolomé Clavero Salvador, Michael Dodson and Carsten Smith shall prepare a paper that responds to the comments made by certain Member States on the annex to the report of the Permanent Forum on its eighth session (E/2009/43) at the general segment of the substantive session of the Economic and Social Council, in July 2009.

The Permanent Forum reiterates the recommendation contained in paragraph 40 of its report on its seventeenth session, in which it recommended that the Commission on the Status of Women organize a high-level interactive dialogue on the rights of indigenous women, to coincide with the twenty-fifth anniversary of the Fourth World Conference on Women: Action for Equality, Development and Peace, in 2020, to review progress made towards the achievement of the Sustainable Development Goals, with a focus on links to the Declaration. The Forum invites States, in cooperation with indigenous peoples’ organizations and with the support of the United Nations system, to conduct preparatory processes, with the full and effective participation of indigenous women of all ages.

During the United Nations Conference on Sustainable Development, the members of the Permanent Forum were not able to register as United Nations experts. Forum members attend many United Nations meetings where their specific status is not recognized. The Forum therefore recommends that Member States include Forum members as United Nations experts, not as part of major groups, in United Nations accreditation processes.
