The Permanent Forum welcomes the invitation extended by the Maskwacis Cree and the Confederacy of Treaty Six Chiefs to the members and the secretariat to attend the United Nations Expert Seminar on treaties, agreements and other constructive arrangements between States and indigenous peoples at the Samson Cree Nation from 25 to 27 September 2006. This is a historic first United Nations expert meeting to be held on indigenous treaty territory.

In order to facilitate its work, the Forum decides to appoint Victoria Tauli-Corpuz, Chairperson of the Forum, and Wilton Littlechild, Member of the Forum, as Special Rapporteurs, to prepare, without financial implications, an analytical paper with a concise thematic compiliation of the recommendations of the first three sessions of the Forum, and their status of implementation at the national, regional and international levels, and to submit it to the Permanent Forum at its fifth session, in 2006

The Permanent Forum calls upon the States parties to the Convention on Biological Diversity to continue to enhance participatory mechanisms by ensuring that the diverse regional views of indigenous peoples are reflected in discussions on the international regime on access and benefit-sharing. In particular, the parties are urged to ensure adequate representation of indigenous peoples from the seven indigenous geo-cultural regions12 and subregional levels in the Working Group on Access and Benefit-sharing and to ensure that they are provided with opportunities to express diverse regional and subregional views.
