The Permanent Forum considers that the conclusion of the Global Preparatory Indigenous Peoples’ Conference on the World Conference on Indigenous Peoples, to be held in Alta, Norway, from 10 to 12 June 2013, should be considered as a firm basis for the identification of specific themes for the round table and panel discussions under the auspices of the General Assembly.

The Permanent Forum urges the International Union for Conservation of Nature to establish a task force on conservation and human rights to work with indigenous peoples’ communities and organizations to clearly articulate the rights of indigenous peoples in the context of conservation initiatives and to continue to promote grievance mechanisms and avenues for redress in the context of conservation action, including the Whakatane Mechanism. The Forum invites the Union to report on progress made in the implementation of these recommendations in future sessions.

The Forum recommends that the Conference of the Parties to the United Nations Framework Convention on Climate Change sponsor a workshop to discuss the merits and mechanisms for the establishment of a working group on indigenous peoples within the Conference of the Parties process, ensuring the participation of indigenous peoples from developed and undeveloped countries as well as interested member States.

The Forum, recognizing the contributions of the International Fund for Agricultural Development (IFAD) in reducing rural poverty and its experience of good practices, recommends that IFAD consider operational guidelines on indigenous peoples and a framework tool for advocacy for promoting indigenous rights and development and achieving internaitonal development goals which emerged from international conferences, summits and conventions which are relevant for indigenous peoples
