The Permanent Forum thanks the Governments of Canada and the United States of America for hosting its 2011 pre-sessional meeting, and thanks the Governments of the Plurinational State of Bolivia, Spain, Norway, Denmark and Greenland and China for having hosted previous pre-sessional meetings of the Forum. The Permanent Forum recommends that States that have not yet done so consider hosting future pre-sessional meetings. The Permanent Forum also requests that the Secretariat organize pre-sessional meetings for future sessions of the Forum.

The Permanent Forum takes note of the sixth call for proposals of the Indigenous Peoples Assistance Facility of IFAD, which is focused on advancing indigenous peoples’ biodiversity conservation and sustainable management for adaptation and resilience to climate change. The Permanent Forum urges IFAD to facilitate direct access to climate financing to indigenous peoples’ communities and organizations through the Facility and the Adaptation for Smallholder Agriculture Programme, and encourages Governments and donors to support those initiatives.

The Permanent Forum notes the importance of several concurrent United Nations Decades that are of importance to indigenous peoples. The Permanent Forum recommends that the United Nations entities responsible for the international decades declared by the General Assembly, such as the United Nations Decade on Ecosystem Restoration, the United Nations Decade of Ocean Science for Sustainable Development, the International Decade for Action, “Water for Sustainable Development”, 2018–2028, and the International Decade of Indigenous Languages, ensure good communication and coordinate efforts regarding the participation of indigenous peoples and their issues. In this regard, the Permanent Forum recommends that the relevant United Nations entities report to the Department of Economic and Social Affairs, which, in turn, is invited to prepare a study on the funding, modalities and scale of indigenous peoples’ participation in all four Decades. The Permanent Forum further invites Member States to support and fund cooperation during the four Decades to ensure the full and effective participation of indigenous peoples.

The Permanent Forum recalls that, more than 10 years ago, the International Fund for Agricultural Development established an indigenous forum, which the Forum has repeatedly recognized as a good practice and recommended that other United Nations entities should follow. However, despite these recommendations, other entities have not done so, with the notable exception of the Local Communities and Indigenous Peoples Platform of the United Nations Framework Convention on Climate Change. The Forum reiterates its recommendation that United Nations entities should incorporate indigenous-driven platforms in order to give advice on and promote indigenous peoples’ issues and should consider the participation of the Permanent Forum together with indigenous peoples in such platforms.

The Permanent Forum calls upon Member States, guided by the spirit of solidarity with indigenous peoples and consistent with their capabilities, to provide support for the effective implementation of the outcomes of the World Conference in mutually agreed areas of cooperation within the framework of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum welcomes the work undertaken by indigenous peoples in the regional and thematic caucus preparatory meetings and the Indigenous Global Coordinating Group drafting group and looks forward to the forthcoming recommendations of the Global Preparatory Indigenous Peoples’ Conference on the World Conference on Indigenous Peoples, to be held in Alta, Norway, from 10 to
12 June 2013, the Expert Mechanism on the Rights of Indigenous Peoples and the regional preparatory meetings and their respective contributions to the outcome document of the World Conference. All conclusions and recommendations that arise from those activities must be taken into consideration in the decision-making relating to the World Conference itself. The Forum wishes to draw attention to the collective objective of ensuring an informal hearing, interactive round tables, panel discussions and the adoption of an action-oriented outcome document of the Conference.
