The Permanent Forum recommends to the President of the sixty-eighth session of the General Assembly the continuation of the practice, established during the sixty-sixth session of the Assembly, of appointing a State representative and an indigenous peoples’ representative to conduct inclusive informal consultations on his behalf in order to build consensus on the themes of the round table and panel discussions and the content of the outcome document of the World Conference, as well as to ensure the full and effective participation of indigenous peoples in the process.

The Permanent Forum invites the newly established Facilitative Working Group of the local communities and indigenous peoples platform to collaborate closely with bodies outside the United Nations Framework Convention on Climate Change on matters relating to climate change and indigenous peoples, in accordance with its mandate (Conference of the Parties decision 2/CP.24, para. 20).

Indigenous peoples have a profound relationship with their environment. This includes their distinct rights to water. The Permanent Forum urges States to guarantee those rights, including the right to access to safe, clean, accessible and affordable water for personal, domestic and community use. Water should be treated as a social and cultural good, and not primarily as an economic good. The manner in which the right to water is realized must be sustainable for present and future generations. Moreover, indigenous peoples’ access to water resources on their ancestral lands must be protected from encroachment and pollution. Indigenous peoples must have the resources to design, deliver and control their access to water.

The Permanent Forum recommends that the United Nations system strengthen existing coordination mechanisms at the country level, and in partnership with indigenous peoples and other relevant entities and national partners, in order to implement the outcomes of the World Conference. The Permanent Forum decides to extend the appointment as Special Rapporteur of Michael Dodson, a member of the Forum, to prepare a paper on the relevant principles contained in the United Nations Declaration on the Rights of Indigenous Peoples, taking into account the provisions of ILO Conventions No. 169 and No. 107 that relate to indigenous land tenure and management arrangements, to assist indigenous peoples, States and United Nations agencies in negotiating indigenous land tenure and management arrangements and to present the paper at the eighth session of the Forum, in 2009.

The Permanent Forum recommends that United Nations organizations, funds and programmes, in particular the United Nations Development Programme (UNDP), prepare a special report for the Conference on the realization of the rights of indigenous peoples, the objectives of the Second International Decade of the World’s Indigenous People, the Millennium Development Goals and the United Nations development agenda beyond 2015. It also recommends that the report contain disaggregated statistics in relation to indigenous women, youth and children and address associated thematic issues such as economic sustainability and youth employment.

The Forum recommends that the findings of the millennium ecosystem assessment and its recommendations concerning the environment be submitted to it at its fourth session, and that the participation of indigenous peoples be taken into account by the assessment in the review of its reports, analysis and findings.
