The Permanent Forum is concerned about the lack of data on indigenous peoples across the United Nations system, especially with regard to target 17.18 of the Sustainable Development Goals concerning the development of inclusive policies that leave no one behind. The Permanent Forum recognizes the need for establishing standards on the collection, analysis and dissemination of statistical information related to indigenous peoples and will engage in efforts with relevant stakeholders to achieve these ends. As a first step, the Permanent Forum invites United Nations entities to make their statistics on indigenous peoples accessible.

The Permanent Forum is concerned about reports of UNDP entering into a strategic partnership with the oil company GeoPark, a private entity that has been accused by indigenous communities of disregarding their rights, to carry out economic development activities in Colombia without the free, prior and informed consent of the indigenous communities that will be affected. This partnership contradicts standard 6 (indigenous peoples) of the UNDP social and environmental standards, and the Forum urges UNDP to suspend all related partnership activities until a proper free, prior and informed consent process can be carried out.

The Permanent Forum recommends that the President of the General Assembly at its sixty-ninth session convene a two-day interactive thematic event immediately prior to the World Conference, with the participation of Member States and representatives of indigenous peoples, the Expert Mechanism on the Rights of Indigenous Peoples and the Special Rapporteur on the rights of indigenous peoples, to allocate more time for an interactive dialogue and build commitment from Member States, the United Nations system and other stakeholders, and the Permanent Forum.

The Permanent Forum requests the Office of the President of the sixty-eighth session of the General Assembly to maintain close communication with the Forum, through its secretariat, to facilitate the Forum’s contribution to the preparatory stages of the World Conference. The Forum also requests the Department of Economic and Social Affairs of the Secretariat to provide support to the secretariat of the Forum to carry out its responsibilities in this regard.

Indigenous peoples have been a distinct constituency at the United Nations since 1977 and, with the adoption of the United Nations Declaration on the Rights of Indigenous Peoples by the General Assembly in 2007, their inherent rights were affirmed as the international minimum standard. The Permanent Forum reiterates the position of the Special Rapporteur on the rights of indigenous peoples, namely that it is unacceptable to undermine the status and standing of indigenous peoples by combining or equating them with non-indigenous entities such as minorities, vulnerable groups or local communities. Such attempts, whether by States or United Nations entities, are not acceptable and will be challenged by indigenous peoples and those mandated to defend their rights. The Permanent Forum urges all United Nations entities and States parties to treaties concerning the environment, biodiversity and the climate to eliminate the use of the term “local communities” in conjunction with indigenous peoples, so that the term “indigenous peoples and local communities” would be abolished.

The Permanent Forum welcomes the adoption of the Global Plan of Action for Animal Genetic Resources. It requests FAO to give priority to strategic priority No. 6 (support indigenous and local production systems and associated knowledge systems of importance to the maintenance and sustainable use of animal genetic resources), and to further develop relevant approaches to implement it, including rights-based approaches and payment for services that support the custodianship of local breeds by indigenous peoples.

The Permanent Forum considers that the two-day high-level plenary meeting of the General Assembly known as the World Conference on Indigenous Peoples should be held in New York in September 2014, during the week leading up to the opening of the general debate, in order to encourage the highest level of participation of Member States, in particular Heads of State or Government, and with the full participation of indigenous peoples, heads of United Nations organizations, funds and programmes and non-governmental organizations.

The Permanent Forum expresses thanks to the Government of Finland for hosting its pre-sessional meeting for 2020. The Forum also expresses its thanks to the Governments of Bolivia (Plurinational State of), Canada, China, the Congo, Denmark, Guatemala, Mexico, Nicaragua, Norway, Peru, the Russian Federation, Spain and the United States of America, as well as the government of Greenland, for having hosted previous pre-sessional and intersessional meetings of the Forum. The Forum recommends that States that have not yet done so consider hosting such meetings in the future. It also requests that the secretariat of the Forum organize pre-sessional meetings for future sessions of the Forum.
