The Permanent Forum welcomes the adoption of the Global Plan of Action for Animal Genetic Resources. It requests FAO to give priority to strategic priority No. 6 (support indigenous and local production systems and associated knowledge systems of importance to the maintenance and sustainable use of animal genetic resources), and to further develop relevant approaches to implement it, including rights-based approaches and payment for services that support the custodianship of local breeds by indigenous peoples.

The Permanent Forum appoints Ms. Victoria Tauli-Corpuz and Mr. Aqquluk Lynge as its special rapporteurs to prepare a report on “Impact of climate change mitigation measures on the territories and lands of indigenous peoples”, to be submitted to the next Conference of Parties of the United Nations Framework Convention on Climate Change, and to be considered at the seventh session of the Permanent Forum.

Recognizing the deep spiritual relationship indigenous peoples have with water, and the great respect they have for the natural laws governing the health and the sanctity of water, the Permanent Forum recommends that States review, with the direct participation of indigenous peoples, their laws on water regulation and the treaties, land claims and self-government agreements that they have entered into with indigenous peoples, taking into account the sanctity of water reflected in those agreements. It is further recommended that States present their reviews to the eighth session of the Permanent Forum in 2009, including in particular, information on the status of the implementation of laws and agreements with respect to water and indigenous peoples.

The operational policy of the World Bank regarding forests is under review. The Forum recommends to the Bank that it take into account the recommendations made by indigenous peoples and calls for the involvements of Forum members in the Bank’s process of review and revision.

The Forum notes the preparation of the World Congress on Protected Areas, to be held in Durban, South Africa, in September 2003, which Forum members consider to be an important meeting calling for their attention and action. The Forum recommends that all laws, policies or work programmes on forests and protected areas guarantee, ensure and respect various aspects of indigenous peoples’ lives, such as their spiritual and cultural lives, lands and territorial rights, including sacred sites, needs and benefits, and recognize their rights of access to and control over the management of forests.

The Forum recommends that the Convention on Biological Diversity and other relevant United Nations bodies such as UNEP, the Global Environmental Facility (GEF), UNDP, the United Nations Framework Convention on Climate Change, the World Bank, WIPO, the United Nations Convention to Combat Desertification, the Convention on International Trade in Endangered Species of Wild Fauna and Flora and the Ramsar Convention on Wetlands, support indigenous peoples’ organizations in order to develop capacity on research, work and proposals on human indicators applicable to the implementation of the environmental conventions and the plans and programmes of work of the Convention on Biological Diversity.
