The Permanent Forum recommends that the Open Working Group on Sustainable Development Goals and the United Nations system ensure the inclusion and meaningful participation of indigenous peoples in all processes relating to the elaboration of the sustainable development goals. In this regard, the Forum recommends that indigenous peoples and their organizations and representatives participate in the dialogues between Member States and civil society during meetings of the Group.

There generally appears to be positive recognition of the approach to Goal 1 suggested by the Permanent Forum, while there has been less attention paid to Goal 2. In both areas, there appears to be an increase in the number of projects being implemented in Latin America, with limited projects in Asia, and one or two projects in Africa. This is particularly the case under Goal 2, where there is a general lack of reporting from Asia or Africa on intercultural/bilingual education projects or programmes in this area.

In follow-up to the Millennium Development Goals, the Permanent Forum urges Governments and agencies to quantify the number of projects and programmes that they are undertaking in response to the recommendations of the Permanent Forum. It would also be helpful if they could, when reporting, report on progress in the process of implementation of recommendations, instead of merely enumerating activities. Reports could be more analytical, not just activity-based, and should pick up on relevant recommendations from past sessions that addressed the necessary theme.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. The Permanent Forum invites Governments, United Nations organizations and their regional offices, universities and research bodies to support the convening of regional workshops and other activities in the Arctic, Asia, Africa, Latin America and the Pacific to identify indicators relevant to indigenous peoples’ poverty and well-being, traditional knowledge and biodiversity, with a view to monitoring progress in the achievement of the Millennium Development Goals and the objectives of the Convention on Biological Diversity.

For the post-2015 dialogue and outcomes to accomplish a sea change and paradigm shift away from a North-South dialogue to one of universally addressing the post-2015 objectives in order to improve the lives of all, including indigenous peoples in developed countries, the Forum recommends that efforts must be made to guarantee the direct participation of indigenous peoples from the world’s most developed and affluent countries in all thematic consultations, conclusions and recommendations so that their voices and concerns can be heard.

Governments, the United Nations system and other intergovernmental organizations should, within the context of the 2005 Millennium Development Goals review and beyond, develop disaggregated data and information on indigenous peoples, in partnership with indigenous peoples. This should include a budget analysis to determine the amount of resources allotted to indigenous peoples. The Forum recommends to the Economic Commission for Latin America and the Caribbean that it continue to and strengthen its efforts regarding the production, elaboration and use of relevant information from population censuses, household surveys and other adequate sources, jointly with indigenous peoples, aiming at improving socio-economic conditions and active participation of indigenous peoples in the development process throughout the Latin American and the Caribbean region

The Permanent Forum urges Member States to consider the expansion of the mandate of the United Nations Voluntary Fund for Indigenous Peoples to support grantees who have effective initiatives to implement recommendations of United Nations human rights mechanisms; the participation of indigenous peoples in the Forum on Business and Human Rights; and the participation of indigenous peoples in the pre-sessions of the Working Group on the Universal Periodic Review of the Human Rights Council.
