The Permanent Forum urgently recommends that the Pan American Health Organization and the World Health Organization (WHO), in cooperation with the Permanent Forum and other relevant entities, create a permanent working group to evaluate the ongoing situation of indigenous peoples living in voluntary isolation and initial contact, and to design, promote and discuss with Governments and other institutions the implementation of urgent measures for the protection of indigenous peoples living in voluntary isolation and initial contact.

The Permanent Forum also urges States to fund and deliver training in suicide prevention and mental health awareness to all teaching and non-teaching staff in all schools attended by indigenous children. The Permanent Forum welcomes the importance that the Office of the United Nations High Commissioner for Refugees attaches to the use of indigenous languages when working with indigenous peoples in emergency situations. The Permanent Forum encourages other United Nations agencies, funds and programmes to follow that positive practice. For instance, the Permanent Forum recommends that the World Health Organization (WHO) prioritize indigenous languages as a determinant of health.

Given the fact that the issue of missing and murdered indigenous women, as well as other forms of violence, including trafficking and domestic violence, has gained increasing public attention in Canada, the Permanent Forum urges the Government of Canada to provide more emergency shelters serving indigenous women, as well as better victim services, and specific programmes to assist indigenous women who have been trafficked.

The Permanent Forum further urges States to improve their collection of data on self-harm and suicide among indigenous children and youth, as well as on violence against indigenous women, boys and girls, to facilitate better understanding of the extent of the problem. States should commit to reducing the incidence of self-harm, violence and suicide among indigenous children and youth through the allocation of adequate resources to holistic prevention and support services, in partnership with indigenous peoples.

The Permanent Forum recommends that WHO establish a high-level consultative body with representatives of Indigenous Peoples to guide its work on human and planetary health. In line with the Geneva Declaration on the Health and Survival of Indigenous Peoples and the recommendations of the Permanent Forum over the past 20 years, the Permanent Forum calls upon WHO to adopt an Indigenous Peoples policy and mandate to approach the health of Indigenous Peoples in all its regions.

The Forum affirms the recommendation contained in paragraph 57 of the report, urging States to implement and strengthen national censuses and data collection on socioeconomic and well-being indicators to include data disaggregation in relation to violence against indigenous women and girls; reiterates the importance of peace and security to the lives of indigenous women and children and endorses the recommendation contained in paragraph 68 of the report, that States should implement Security Council resolutions 1325 (2000), 1820 (2008), 1888 (2009), 1889 (2009) and 1960 (2010); reaffirms the recommendation contained in paragraph 51 that indigenous communities should consider creating and supporting initiatives to monitor and assess the situation of violence against indigenous women and girls and present regular reports to the Permanent Forum on violence against indigenous women and girls; and endorses the recommendation contained in paragraph 55, that United Nations agencies, bodies and other entities support the development of protocol templates for police practices involving missing persons cases of indigenous women and girls, and that indigenous peoples and States work in partnership to implement these protocol templates to increase their effectiveness and to be consistent with international human rights laws, norms and standards.

The Permanent Forum calls for heightened attention to be paid to diabetes and other non communicable diseases by WHO, PAHO and States, including at the World Conference on Indigenous Peoples, to be held in 2014, and calls upon these parties to discuss issues relating to indigenous health and formulate an action plan with particular focus on improving prevention and access to the care of diabetes and non-communicable diseases.

Drawing attention to the dramatic changes in the lifestyles of indigenous peoples and the ensuing deterioration of indigenous health due to malnutrition and obesity, including record high rates of diabetes and related illnesses such as hypertension, heart attacks, kidney failure and blindness, the Permanent Forum calls upon WHO, UNICEF, the United Nations Development Programme (UNDP), the World Bank, WFP and FAO to develop joint strategies to address the problem of diabetes and related non-communicable lifestyle illnesses. Given the alarming prevalence of diabetes among indigenous peoples, the Permanent Forum calls upon WHO and the Joint United Nations Programme on HIV/AIDS (UNAIDS) to establish a systematic working relationship with the Permanent Forum and the Inter-Agency Support Group to exchange experiences on health initiatives in the area of treatment and prevention of the illness, especially given their role in the implementation of the Millennium Development Goals.
