Considering their impact on the sexual health and reproductive rights of indigenous peoples, the Permanent Forum calls, in paragraph 62 of the report, for “a legal review of United Nations chemical conventions, in particular the Rotterdam Convention, to ensure that they are in conformity with international human rights standards, including the United Nations Declaration on the Rights of Indigenous Peoples and the Convention on the Rights of Persons with Disabilities”.

The Permanent Forum reiterates its call to Member States to redouble their efforts to ensure disaggregated data collection on indigenous peoples (in accordance with target 17.10) and to include complementary indicators on indigenous peoples in voluntary national reports submitted by Governments for meetings of the high-level political forum on sustainable development. Data disaggregated by ethnicity will help Governments to make informed decisions in a culturally appropriate way in response to the specific needs of indigenous peoples. The Forum underlines the importance of applying a human rights-based approach to data collection, including on ethnicity.

The Permanent Forum reiterates its recommendation made at its eighteenth session for the Pan American Health Organization to prepare a study on the advancements in indigenous maternal health, including with the participation of indigenous midwives (E/2019/43, para. 45). The Permanent Forum also recommends that WHO prepare similar studies in other regions.

The Permanent Forum recognizes the initial efforts made by FAO towards the elaboration of a methodological discussion platform to address indigenous peoples’ territorial rights. The Permanent Forum recommends that FAO and other interested or partner agencies continue the joint elaboration of the participatory methodology and start using it in the field in order to strengthen the delimitation, titling and negotiated development processes specifically targeting indigenous peoples’ needs

The Permanent Forum takes note of the under the auspices of a steering committee consisting of the Women's Refugee Commission, Equality Now, Equal Rights Trust, Tilburg University, the Office of the United Nations High Commissioner for Refugees and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women). The Forum therefore calls upon those Member States whose constitutional provisions and legislation require review, as a matter of urgency, to support this global campaign, consistent with the Declaration and the rights of indigenous women highlighted in articles 21 and 22. The Permanent Forum recalls the many recommendations that call for statistics on indigenous health. Data collection and disaggregation remain a challenge. In particular, the delivery of health care in rural and remote areas remains a major obstacle to the right to health. In addition, there remains an urgent need for more indigenous health professionals, mental health services and programmes addressing non-communicable diseases and reproductive health. In particular, the Forum reaffirms the recommendation of the eighth session that an expert group meeting on sexual health and reproductive rights be held.

The Permanent Forum recommends differentiating such terminology from indigenous peoples’ foods, seeds and breeds, by avoiding the use of the term “indigenous” to dispel confusion.

The Permanent Forum recognizes the need to address the emergence of the mental health consequences of the pandemic. The consequences are being felt in all populations, but most acutely in populations that have traditionally been marginalized. The Forum calls for investments and preparations for mental and behavioural health interventions that are culturally adapted. Traditional medicines and practices can play a key role in the health of indigenous communities and individuals by encompassing a variety of dimensions, including the spiritual. The Forum calls on WHO, PAHO, States Members of the United Nations and indigenous peoples to work together to provide pathways for promoting mental health.

The Permanent Forum repeats its call for an end to the criminalization of indigenous midwives as expressed in the recommendations contained in paragraphs 49 and 50 of its report on its seventeenth session (E/2018/43-E/C.19/2018/11) and urges States to respect the right of indigenous peoples to maintain their traditional health practices in accordance with article 24 of the Declaration.
