The Permanent Forum is concerned about the lack of data on indigenous peoples across the United Nations system, especially with regard to target 17.18 of the Sustainable Development Goals concerning the development of inclusive policies that leave no one behind. The Permanent Forum recognizes the need for establishing standards on the collection, analysis and dissemination of statistical information related to indigenous peoples and will engage in efforts with relevant stakeholders to achieve these ends. As a first step, the Permanent Forum invites United Nations entities to make their statistics on indigenous peoples accessible.

The Forum reiterates the recommendations contained in paragraph 24 of its report on the first session, namely, it recommends that the Office of the United Nations High Commissioner for Human Rights organize activities with indigenous peoples in Africa and Asia with a view to: (a) Providing international and regional human rights training for indigenous peoples; (b) Encouraging dialogue between States, indigenous peoples and others on the concept of indigenous peoples in the context of the promotion and protection of cultural diversity; (c) Inviting inter-agency consultation with States and indigenous peoples at the national and subregional levels and to report to the Forum at its third session.

The Permanent Forum is concerned about reports of UNDP entering into a strategic partnership with the oil company GeoPark, a private entity that has been accused by indigenous communities of disregarding their rights, to carry out economic development activities in Colombia without the free, prior and informed consent of the indigenous communities that will be affected. This partnership contradicts standard 6 (indigenous peoples) of the UNDP social and environmental standards, and the Forum urges UNDP to suspend all related partnership activities until a proper free, prior and informed consent process can be carried out.

The Permanent Forum requests the Office of the President of the sixty-eighth session of the General Assembly to maintain close communication with the Forum, through its secretariat, to facilitate the Forum’s contribution to the preparatory stages of the World Conference. The Permanent Forum recalls the request it made at its fifteenth session (E/2016/43, para. 47) for UNESCO to host a joint seminar with the Expert Mechanism on the Rights of Indigenous Peoples and other relevant United Nations mechanisms for the purpose of exploring the development of a new international mechanism on the repatriation of ceremonial objects and human remains. In this regard, the Permanent Forum deeply regrets the absence of UNESCO from the expert group meeting organized by the Expert Mechanism in March 2020 in Vancouver, Canada, to discuss steps for the implementation of such a mechanism. The Permanent Forum recommends the leadership, involvement and cooperation of UNESCO in efforts to implement the recommendations arising from that meeting, as well as the previous recommendation of the Permanent Forum related to the repatriation of ceremonial objects and human remains, including through the creation of an international database and inventory of such items accessible to indigenous peoples as a basis for initiating dialogue. The Permanent Forum wishes to remind UNESCO and other United Nations entities that the repatriation of ceremonial objects and human remains is enshrined in articles 11 and 12 of the Declaration.

The Permanent Forum recommends that the Office of the United Nations High Commissioner for Human Rights, ILO and UNESCO convene an expert workshop in cooperation with the Permanent Forum on the situation of indigenous peoples in voluntary isolation in order to develop strategies and programmes for the protection of their rights and territories and report to the Permanent Forum thereon at its next session.

The Permanent Forum recommends that an appropriate form of coordination should be explored between the Committee of Experts and the Forum regarding the implementation of ILO Convention No. 169. The Permanent Forum reiterates the need for a mechanism of coordination to also be established between the ILO supervisory mechanisms and indigenous peoples, which may include the establishment of an ad hoc committee consisting of indigenous representatives or experts.

The Permanent Forum considers that the two-day high-level plenary meeting of the General Assembly known as the World Conference on Indigenous Peoples should be held in New York in September 2014, during the week leading up to the opening of the general debate, in order to encourage the highest level of participation of Member States, in particular Heads of State or Government, and with the full participation of indigenous peoples, heads of United Nations organizations, funds and programmes and non-governmental organizations.

The Permanent Forum notes that indigenous youth in the region are often forced to leave their home and lands to receive an education, which can pose an obstacle to the right to education. The Permanent Forum urges States in Central and Eastern Europe, the Russian Federation, Central Asia and Transcaucasia to take measures to ensure the enjoyment of the right to education by indigenous youth. The Permanent Forum encourages States of the region to facilitate the development of indigenous peoples’ self-administration, the development of their inner potential and human resources, forming parliaments following the example of the Sami people; and decent representation of the small-numbered indigenous peoples in the bodies of legislative and executive power on all levels.
