The Permanent Forum remains concerned about continuing human rights violations, including arbitrary killings and extrajudicial executions, throughout northeastern India. It echoes the call of indigenous peoples (scheduled tribes) of the region and urges India to repeal the Armed Forces Special Powers Act of 1958, investigate alleged human rights abuses in the region and hold those responsible to account.

The Forum regrets that Indigenous Peoples living in environmental ecosystems and latitudes other than tropical and subtropical forests are ineligible for funding, including the $1.7 billion pledge made at the twenty-sixth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change. The Forum advises the Forest Tenure Funders Group to promote a dialogue with United Nations mechanisms on the rights of Indigenous Peoples when defining the ongoing and future process of funding for Indigenous Peoples.

On the basis of information received at its third session, the Forum expresses its deep concern about the alleged atrocities and human rights violations committed against the indigenous peoples concerned in Colombia, the Sudan, Ethiopia and Indonesia, notably West Papua and Maluku, and atrocities committed against the indigenous peoples in other parts of the world. It urges the entire United Nations system, including the relevant bodies, to take appropriate action.`
