The Permanent Forum welcomes with appreciation the decision of the General Assembly, in its resolution 66/141, to request that the Secretary-General submit to the Assembly at its sixty-seventh session a comprehensive report on the rights of the child, including a focus on indigenous children. The Forum wishes to take part in any initiative undertaken by the Secretary-General in preparing the comprehensive report on the rights of the child.

The Permanent Forum recalls that, more than 10 years ago, the International Fund for Agricultural Development established an indigenous forum, which the Forum has repeatedly recognized as a good practice and recommended that other United Nations entities should follow. However, despite these recommendations, other entities have not done so, with the notable exception of the Local Communities and Indigenous Peoples Platform of the United Nations Framework Convention on Climate Change. The Forum reiterates its recommendation that United Nations entities should incorporate indigenous-driven platforms in order to give advice on and promote indigenous peoples’ issues and should consider the participation of the Permanent Forum together with indigenous peoples in such platforms.

The Forum recommends that Governments integrate a gender framework that encompasses all areas of their work, including their agricultural and economic policies, and include in their policies actions that directly benefit indigenous women, through the following measures:
(a) Provide access for indigenous women to funding from public budgets;
(b) Create specific measures that enhance women’s participation in their own development processes;
(c) Create national policies that generate employment for indigenous women;
(d) Improve indigenous women’s access to education and the development of their skills, and reform education systems so that they allow women to take advantage of training and employment opportunities;
(e) Strengthen programmes in indigenous communities that ensure benefits for indigenous women.

During the pandemic, indigenous peoples have been seriously affected by a lack of access to energy, health-care establishments, education centres, infrastructure that supplies clean water, and communication services and information technologies. Governments have made a range of efforts to support economic activity in their responses to the economic impacts of the pandemic. The relaxation of environmental and human rights standards in order to support activities that will promote economic growth, such as logging, mining, large-scale agriculture and various infrastructure and energy projects, threaten indigenous peoples’ territories. The Permanent Forum requests Member States to include indigenous peoples in the preparatory process and the outcome of the high-level dialogue on energy to be held by the General Assembly in September 2021, in order to accelerate action on achieving Goal 7 and the implementation of the 2030 Agenda and the Paris Agreement.

Indigenous peoples have been a distinct constituency at the United Nations since 1977 and, with the adoption of the United Nations Declaration on the Rights of Indigenous Peoples by the General Assembly in 2007, their inherent rights were affirmed as the international minimum standard. The Permanent Forum reiterates the position of the Special Rapporteur on the rights of indigenous peoples, namely that it is unacceptable to undermine the status and standing of indigenous peoples by combining or equating them with non-indigenous entities such as minorities, vulnerable groups or local communities. Such attempts, whether by States or United Nations entities, are not acceptable and will be challenged by indigenous peoples and those mandated to defend their rights. The Permanent Forum urges all United Nations entities and States parties to treaties concerning the environment, biodiversity and the climate to eliminate the use of the term “local communities” in conjunction with indigenous peoples, so that the term “indigenous peoples and local communities” would be abolished.

The Permanent Forum recommends that the secretariat of the Permanent Forum, the United Nations Children’s Fund (UNICEF), the United Nations Institute for Training and Research, UNDP and the United Nations Programme on Youth cooperate closely with the Global Indigenous Youth Caucus to conduct and support regional and international human rights training programmes to build the capacity and advocacy skills of indigenous youth.
