In September 2024, 10 years will have passed since the adoption by the General Assembly of the outcome document of the high-level plenary meeting of the Assembly known as the World Conference on Indigenous Peoples, and of its annex, the Alta outcome document. The Permanent Forum calls upon the Secretary-General and the President of the General Assembly to hold a “World Conference on Indigenous Peoples Plus 10” in August 2024 to allow Member States, United Nations entities and indigenous peoples to report on implementation of the outcome document, with the full participation of indigenous peoples.

The Forum recognizes the efforts of the World Bank in the consultation process and the review of its policy on indigenous peoples. The members of the Forum request that the final draft policy be made available to them before its presentation to the Board of the World Bank. The members of the Forum express their great interest in reviewing the draft policy and making recommendations, as well as in meeting with the Board of Executive Directors of the World Bank.

The Permanent Forum confirms its commitment to making indigenous children and youth an ongoing part of its work. In so doing, it acknowledges the efforts made by organizations representing indigenous peoples, United Nations bodies and States to address the urgent needs of indigenous children and youth, including in the areas of education, health, culture, extreme poverty, mortality, sexual exploitation, militarization, displacement, removal by missionaries, incarceration and labour, among others.

The Permanent Forum reiterates its call to Member States to redouble their efforts to ensure disaggregated data collection on indigenous peoples (in accordance with target 17.10) and to include complementary indicators on indigenous peoples in voluntary national reports submitted by Governments for meetings of the high-level political forum on sustainable development. Data disaggregated by ethnicity will help Governments to make informed decisions in a culturally appropriate way in response to the specific needs of indigenous peoples. The Forum underlines the importance of applying a human rights-based approach to data collection, including on ethnicity.

The Permanent Forum notes the organization of preparatory meetings for indigenous youth for its sixteenth session, including the Global Indigenous Youth Caucus meeting hosted by the Food and Agriculture Organization of the United Nations (FAO). The Forum recommends that this practice be scaled up in 2018, with representative participation of indigenous youth through indigenous peoples’ organizations from all regions, and invites FAO to report on progress achieved to the Forum at its seventeenth session.

The Permanent Forum recognizes the initial efforts made by FAO towards the elaboration of a methodological discussion platform to address indigenous peoples’ territorial rights. The Permanent Forum recommends that FAO and other interested or partner agencies continue the joint elaboration of the participatory methodology and start using it in the field in order to strengthen the delimitation, titling and negotiated development processes specifically targeting indigenous peoples’ needs

The Permanent Forum takes note of the under the auspices of a steering committee consisting of the Women's Refugee Commission, Equality Now, Equal Rights Trust, Tilburg University, the Office of the United Nations High Commissioner for Refugees and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women). The Forum therefore calls upon those Member States whose constitutional provisions and legislation require review, as a matter of urgency, to support this global campaign, consistent with the Declaration and the rights of indigenous women highlighted in articles 21 and 22. Recognizing the progress made, and building on the recommendations made in
its report on its first session, the Forum provides the following advice and recommendations:
(a) Encourages United Nations bodies whose activities have an impact on indigenous children and youth, including, but not limited to, the World Health Organization (WHO), the Joint United Nations Programme on HIV/AIDS (UNAIDS), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Food and Agriculture Organization of the United Nations (FAO), the International Labour Organization (ILO), the United Nations Development Programme (UNDP), the United Nations Development Fund for Women (UNIFEM), the United Nations Population Fund (UNFPA) the United Nations Human Settlements Programme (UN-Habitat), and the Department of Public Information of the United Nations Secretariat, to report regularly to the Forum. The reports should contain detailed information on and assess the progress made within programmes directed at, affecting and relating to indigenous adolescents.
(b) Reiterates its recommendation that the United Nations Childrens Fund (UNICEF), as the United Nations nodal agency on children:
Present a comprehensive report to the Forum on an annual basis, including budgetary allocations and an assessment of their impact, including details of all its initiatives undertaken in collaboration with other specialized bodies of the United Nations system relating to indigenous children and those undertaken at the international or regional levels, as well as country initiatives, where applicable; Provide information from the multi-indicator cluster survey being globally undertaken by UNICEF, disaggregating data on the antenatal health, birth, registration, immunization and early childhood development of indigenous children.

The Permanent Forum welcomes the decision by the African Commission on Human and Peoples’ Rights to promote and protect the rights of non-dominant minorities in Africa, who are distinct from indigenous populations and/or communities. While recognizing the importance of the rights of persons belonging to minorities, the Permanent Forum is concerned that the expanded mandate could compromise the current Commission standards for promoting the rights of indigenous peoples. The Permanent Forum therefore urges the Commission to establish a separate working group on minority rights. The Permanent Forum calls on the Commission to work closely with it, indigenous peoples representatives from Africa, and United Nations entities to highlight and advance the recognition, rights and participation of indigenous peoples at the regional and national levels. Furthermore, the Permanent Forum recommends that the Commission designate a focal point on indigenous people

The Permanent Forum recalls General Assembly resolution 66/296 and recommends that the President of the sixty-eighth session of the Assembly organize an informal interactive hearing, back-to-back with, but separate from, the thirteenth session of the Forum. This will ensure that those representatives of indigenous peoples who are attending the Forum are also able to participate in the informal interactive hearing without the need to return to New York at a later date and incur further travel and other related expenditures.
