Consistent with the commitments in the outcome document of the high-level meeting of the General Assembly known as the World Conference on Indigenous Peoples (General Assembly resolution 69/2) and the standards for indigenous peoples’ survival, dignity and well-being contained in the United Nations Declaration, the Permanent Forum recommends that States fully engage indigenous peoples in good-faith negotiations of treaties, agreements and other constructive arrangements on the basis of the unequivocal recognition of indigenous peoples’ rights to lands, territories and resources and to fully reject the extinguishment of indigenous rights in form or result. Furthermore, the Forum recommends that States address the call for full and effective redress for the loss of lands, territories and resources and State breaches of treaties, agreements and other constructive arrangements. The Forum reiterates the urgent need for States to institute, in conjunction with indigenous peoples, high-level oversight bodies to guide and oversee the conduct of negotiations and implementation of treaties, agreements and other constructive arrangements in the light of ongoing negotiation and implementation issues. Building on the recommendations advanced at the eleventh session of the Forum, States are encouraged to support the resolution of disputes between indigenous peoples by providing financial and other methods of support to achieve peaceful resolution.

The Permanent Forum recommends that the Joint United Nations Programme on HIV/AIDS, the United Nations Children’s Fund and other relevant United Nations entities collaborate with indigenous organizations in all regions to develop comprehensive guidelines, including best practices for culturally safe sex education by and for indigenous peoples. That type of comprehensive education may serve as an effective violence-prevention means.

Aware of the massive exodus of indigenous youth to the alien environments of cities around the world and the discrimination, socio-economic hardships, weakened family networks and drug abuse, inter alia, affecting those youngsters and "street children", the Forum requests the World Bank, the ILO and UNICEF to conduct an in-depth comparative study of legal frameworks and social programmes addressing indigenous urban youth in selected countries. The study should assess key problems and best practices and should provide recommendations for the formulation of policies and strategies for future action.

The Permanent Forum recognizes the particular concerns of African indigenous youth, who are striving against political, social and economic challenges, poverty, marginalization and a lack of capacity development and employment. The Permanent Forum calls upon, among others, the Economic Commission for Africa and the African Union, including the New Partnership for Africa’s Development, to provide adequate capacity-building programmes and opportunities to enable African indigenous youth, women and persons with disabilities to engage meaningfully with States and other key development players, including by organizing and sponsoring attendance at training sessions, conferences and other forums on indigenous issues.

The Permanent Forum commends States for recognizing the collective rights of indigenous peoples to lands, territories and resources and at the same time urges them to take immediate steps for the implementation of those rights through programmes for mapping, titling or other actions and legislative reforms. Furthermore, based on this plan and considering the contributions of FAO to the fight for the eradication of hunger and food insecurity and the implementation of sustainable agriculture and rural development, as well as the FAO contribution to indigenous rights through the adoption of the international treaty on genetic resources and the voluntary guidelines on the right to food, the Forum recommends that FAO consider the development of operational guidelines on indigenous peoples and a framework tool for the promotion of indigenous rights and sustainable rural development in the framework of the goals that emerged from the World Food Summit and the World Food Summit five years later, as well as those that emerged from other international conferences, summits and conventions which are relevant to indigenous peoples
