The Permanent Forum acknowledges the entry into force on 14 April 2014 of the Optional Protocol to the Convention on the Rights of the Child on a communications procedure. In this regard, it recommends that the Office of the United Nations High Commissioner for Human Rights, the United Nations Children’s Fund, other United Nations agencies and States support the dissemination of the guide to this Optional Protocol, including its translation into different languages and the building of capacity among indigenous organizations and institutions to make effective use of the Optional Protocol in promoting and protecting the rights of indigenous children and youth.

Affirmation of the status of indigenous peoples as “peoples” is important in fully respecting and protecting their human rights. Consistent with its 2010 report (E/2010/43-E/C.19/2010/15), the Permanent Forum calls upon the parties to the Convention on Biological Diversity, and especially including the Nagoya Protocol, to adopt the terminology “indigenous peoples and local communities” as an accurate reflection of the distinct identities developed by those entities since the adoption of the Convention almost 20 years ago

The Permanent Forum recommends that the World Intellectual Property Organization (WIPO), in collaboration with WHO, the secretariat of the Convention on Biological Diversity, FAO and the United Nations Institute for Training and Research prepare and implement a series of collaborative global and regional training sessions and seminars by 2025 for Indigenous Peoples concerning their traditional knowledge, traditional cultural expression, genetic resources, folklore, medicinal plants and traditional medicine, and their own food, beverage and medical products businesses.
