The Permanent Forum welcomes the discussion with the Inter-Agency Support Group on Indigenous Issues and indigenous representatives on the draft toolkit and the development advocacy framework for enhancing the work of the United Nations with indigenous peoples at the country and regional levels and urges finalization of the revised toolkit and the development advocacy framework and their presentation to the United Nations Development Group for further use by country teams.

The Permanent Forum observes that UNDP projects focused on indigenous peoples’ issues are few in number and dispersed, and constitute a very small fraction in the overall UNDP portfolio. This is a serious concern, as indigenous peoples are lagging behind in the achievement of the Millennium Development Goals and continue to face marginalization and exclusion. The Permanent Forum therefore recommends that UNDP allocate additional resources for projects that are focused on indigenous peoples’ issues and rights, including strengthening the regional programme in Asia and establishing new regional programmes in Latin America and Africa.

The Permanent Forum recognizes the importance of exploring possibilities for strengthening cooperation with the human rights treaty bodies on issues of relevance to its mandate. The Permanent Forum therefore invites the Chairs of the human rights treaty bodies each to designate a representative to participate in the twenty-second session of the Permanent Forum, to be held in 2023.
