The Permanent Forum recommends that when planning, preparing and implementing its programmes and projects, IFAD conduct the necessary investigations so as to ensure that the particularities and cultural sensitivities of indigenous peoples involved in and affected by the programmes and projects are taken into account. The Permanent Forum underlines the fact that indigenous peoples are to be engaged as an active and equal partner in all processes and phases of programmes and projects.

The Permanent Forum welcomes the ruling of the Inter-American Court of Human Rights in the case of Saramaka People vs. Suriname (28 November 2007), which aptly applies the United Nations Declaration on the Rights of Indigenous Peoples. The Permanent Forum urges the Working Group of the Organization of American States, which is elaborating the draft American declaration on the rights of indigenous peoples, to consider the United Nations Declaration on the Rights of Indigenous Peoples as the minimum standard.

The Permanent Forum encourages parties to the Convention on Biological Diversity to ensure that progress is made with regard to institutional arrangements that guarantee human rights-based approaches to the Kunming-Montreal Global Biodiversity Framework, with the full and effective participation of Indigenous Peoples. In addition, the Forum calls upon the Conference of Parties to request its relevant subsidiary bodies to convene an ad hoc expert group meeting, with the participation of experts of the three United Nations mechanisms on Indigenous Peoples, to address the conflation of Indigenous Peoples with other groups of society and to develop specific actions to avoid such conflation.
