In anticipation of the first session of the Human Rights Council, the Permanent Forum recommends that indigenous issues be a standing item in the agenda of the Human Rights Council and that due attention be paid to the human rights and fundamental freedoms of indigenous peoples. The role of the Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people should be maintained and further strengthened within the Human Rights Council.

The Permanent Forum recommends that UNICEF allocate at least one fellowship to an indigenous young person from each region every year for a term of at least three months, to empower indigenous youth and promote knowledge and experience regarding the United Nations system and the work of the Fund, and including financial support.

The Permanent Forum urges the Governments of Colombia and Ecuador to take immediate action to protect the indigenous peoples whose territories are in the border area between the two countries. The Forum encourages the Office of the United Nations High Commissioner for Human Rights and the Special Rapporteur on the rights of indigenous peoples to work with the two Governments to address this situation in close cooperation with the indigenous communities concerned.

The Permanent Forum welcomes the work of the Indigenous Coordinating Body for Enhanced Participation in the United Nations in furthering the objectives of resolution 71/321 and agrees on the need to establish a new and distinct status for Indigenous Peoples’ participation at the General Assembly. It also welcomes the organization in November 2022 by the Office of the United Nations High Commissioner for Human Rights (OHCHR) of the expert workshop on enhanced participation in the Human Rights Council. The Permanent Forum looks forward to reading the report and the recommendations from the workshop when they are submitted to the Human Rights Council prior to its fifty-third session. The Permanent Forum calls upon the Human Rights Council and the General Assembly to ensure further progress on this vital matter. The Permanent Forum encourages Member States to financially support the work of the Indigenous Coordinating Body.
