The Permanent Forum notes the second World Conference of Indigenous Women, which will be organized in 2020 by the International Indigenous Women’s Forum, in cooperation with regional indigenous women’s networks and hosted by the Saìmi Nisson Forum. The global agenda for promoting the rights of indigenous women in the context of the twenty-fifth anniversary of the Fourth World Conference on Women and of the International Conference on Population and Development will be discussed at the World Conference. The Forum encourages Member States and United Nations entities to support the organization of the World Conference of Indigenous Women and the participation of indigenous women from all seven sociocultural regions.

The Permanent Forum recommends that indigenous peoples’ organizations, as well as the United Nations entities in the Inter-Agency Network on Youth Development and the Inter-Agency Support Group on Indigenous Peoples’ Issues, consult indigenous youth-led organizations in order to include issues pertaining to indigenous youth in their work at the local, national, regional and global levels.

Indigenous communities and organizations are urged to: (a) establish effective arrangements for the participation of indigenous parents and community members in decision-making regarding the planning, delivery and evaluation of education services for their children; (b) actively participate in the monitoring of progress towards the achievement of Millennium Development Goal 2; c) Improve the coordination between indigenous and teachers' organizations to assess curricula gaps and improve teacher-training modules on indigenous needs

The Permanent Forum recommends that the President of the General Assembly take immediate steps to ensure the full, equal, direct and effective participation of indigenous peoples throughout all aspects and processes of the high-level plenary meeting/World Conference on Indigenous Peoples in order to achieve an action-oriented, concise, inclusive, constructive and comprehensive outcome that will genuinely promote the full and effective implementation of the United Nations Declaration on the Rights of Indigenous Peoples (art. 18).

The Permanent Forum recommends that the United Nations Development Group, UNDP, UN-Women, UNICEF, UNFPA, WHO, UNESCO and the Department of Economic and Social Affairs provide technical and logistical support to enable the participation of indigenous peoples in processes relating to the sustainable development goals, including in conducting research, collecting good practices and replicating and promoting the contribution of indigenous peoples to sustainable and equitable development.

The Permanent Forum invites Member States to participate in informal discussions on the effective and efficient impacts of the Permanent Forum on the achievement of the Sustainable Development Goals, including in the contexts of biodiversity, climate change, desertification and the enjoyment of human rights by indigenous peoples, in particular efforts to combat violence against indigenous women and children. The Permanent Forum also invites Member States to enhance the effective participation of indigenous peoples in the design and implementation of efforts in the context the United Nations Decade of Ocean Science for Sustainable Development; the International Decade for Action, “Water for Sustainable Development”, 2018–2028; the United Nations Decade on Ecosystem Restoration; and the International Decade of Indigenous Languages.

The Permanent Forum invites the Working Group on the use of mercenaries as a means of violating human rights and impeding the exercise of the right of peoples to self-determination to conduct a study on the human rights abuses against Indigenous Peoples of the Sahel region by mercenaries and other non-State armed actors.

These measures are vital for maintaining linguistic heritage and promoting inclusivity and equity in public services and judicial proceedings.

The Permanent Forum calls for support to be provided to displaced Mayan and other Indigenous Peoples permanently settled in Canada and the United States so that they are visible to authorities and culturally safe as per the Declaration, while upholding the treaty and trust rights of Indigenous Peoples in North America.
