The Permanent Forum invites members of all United Nations human rights treaty bodies, in particular the Committee on the Rights of the Child, to attend the annual sessions of the Permanent Forum, as observers, with the objective of increasing awareness about the distinct human rights and cultural contexts of indigenous peoples so as to enhance their work in relation to indigenous peoples and the Declaration.

The Permanent Forum recognizes the particular concerns of African indigenous youth, who are striving against political, social and economic challenges, poverty, marginalization and a lack of capacity development and employment. The Permanent Forum calls upon, among others, the Economic Commission for Africa and the African Union, including the New Partnership for Africa’s Development, to provide adequate capacity-building programmes and opportunities to enable African indigenous youth, women and persons with disabilities to engage meaningfully with States and other key development players, including by organizing and sponsoring attendance at training sessions, conferences and other forums on indigenous issues.

The Permanent Forum recommends that the Division for the Advancement of Women of the United Nations Department of Economic and Social Affairs guarantee the participation of indigenous women during the 15-year review of the Beijing Declaration and Platform for Action at the fifty-fourth session of the Commission on the Status of Women, in 2010.

The Permanent Forum invites the secretariat of the Committee on the Elimination of Discrimination against Women to share information, at its twenty-first session, in 2022, regarding the progress made in incorporating the rights of indigenous women into the work of the Committee. It also invites States parties to the Convention on the Elimination of All Forms Discrimination against Women to incorporate specific rights-based indicators and information on indigenous peoples, in particular indigenous women, in their periodic progress reports on the implementation of the Convention.

The Permanent Forum appoints Mr. Michael Dodson, a member of the Forum, as a special rapporteur to prepare a draft guide, based on the relevant principles contained in the Declaration on the Rights of INdigenous Peoples, taking into account the provisions of ILO Convention 169 that relate to indigenous land tenure and management arrangements, to assist indigenous peoples, States and United Nations agencies in negotiating indigenous land tenure and management arrangements.

The Permanent Forum invites United Nations bodies with expertise on human rights, cultural rights and the traditional knowledge of indigenous peoples to provide legal and technical comments on the revised draft protocol to the Convention on Biological Diversity on access to genetic resources and the fair and equitable sharing of benefits arising from their utilization for transmission to parties to the Convention for consideration in their final negotiations.

The Permanent Forum recognizes the crucial role of academia in researching, documenting and teaching indigenous languages. It encourages UNESCO to duly consider and accept UNESCO Chair applications by universities and research institutions with a view to establishing UNESCO Chairs on indigenous languages and other educational initiatives that support the goals of the International Decade.

The Permanent Forum welcomes the decision by the African Commission on Human and Peoples’ Rights to promote and protect the rights of non-dominant minorities in Africa, who are distinct from indigenous populations and/or communities. While recognizing the importance of the rights of persons belonging to minorities, the Permanent Forum is concerned that the expanded mandate could compromise the current Commission standards for promoting the rights of indigenous peoples. The Permanent Forum therefore urges the Commission to establish a separate working group on minority rights. The Permanent Forum calls on the Commission to work closely with it, indigenous peoples representatives from Africa, and United Nations entities to highlight and advance the recognition, rights and participation of indigenous peoples at the regional and national levels. Furthermore, the Permanent Forum recommends that the Commission designate a focal point on indigenous people
