6. The Permanent Forum welcomes recent proposals made by the Sami to address cross-border collaboration and urges the States involved to work constructively with the affected indigenous peoples in these matters. The Permanent Forum also welcomes the Inuit Nunangat Policy of Canada, by which Inuit Nunangat is recognized as a distinct geographic, cultural and political region that encompasses the Inuvialuit Settlement Region, Nunavut, Nunavik, and Nunatsiavut. The Permanent Forum invites other Member States to develop, in close cooperation with indigenous peoples, similar arrangements that recognize indigenous peoples’ ancestral territories

Transnational and national extractive industries, at best, consistently disregard their responsibility to respect Indigenous Peoples’ rights and to engage in free, prior and informed consent processes. At worst, their practices and behaviours contribute to serious human rights abuses. The Permanent Forum recommends that Member States, as duty bearers, ensure that private sector entities respect Indigenous Peoples’ rights through safeguard and due diligence policies. It further recommends that Member States ensure the application of the Guiding Principles on Business and Human Rights: Implementing the United Nations “Protect, Respect and Remedy” Framework and the Guidelines for Multinational Enterprises of the Organisation for Economic Co-operation and Development. The Permanent Forum welcomes the ongoing international efforts to develop legally binding instruments that ensure accountability and due diligence by transnational companies. The reflection of the United Nations Declaration on the Rights of Indigenous Peoples in such instruments is essential.

The Permanent Forum urges the Governments of Chile and France to adhere to their international obligations under the Declaration, and to engage in meaningful dialogue with the Rapa Nui People (Chile) and the Indigenous Peoples of the overseas territories of France and resolve ongoing conflicts.

The Permanent Forum invites Member States to consider adopting an International Day of the Arts at the seventy-ninth session of the General Assembly in recognition of the arts in all their expressions, including Indigenous arts.
