The Permanent Forum recommends that Member States and United Nations agencies recognize indigenous peoples as distinct stakeholders and make a specific separate reference to indigenous peoples, and not simply include them under the terms “marginalized and vulnerable groups”, in both the sustainable development goals and the post-2015 development agenda, including the Small Island Developing States process, and that this recommendation, with the specific recognition of indigenous peoples’ views and priorities for development, should be reflected in the goals and targets to be developed, including appropriate indicators and data disaggregation.

The Permanent Forum regrets the very high incarceration rates of indigenous peoples globally, which contributes to poor health, poverty and untimely death, including in indigenous families and communities. States are reminded of their obligations under the International Covenant on Civil and Political Rights, the International Convention on the Elimination of All Forms of Racial Discrimination and the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, and should therefore address this issue urgently by reducing the incarceration and eliminating the cruel, inhuman and degrading treatment or punishment of indigenous peoples by justice systems.

The Permanent Forum calls upon the Global Environment Facility, the Green Climate Fund, the new Global Biodiversity Framework Fund, the Forest Carbon Partnership Facility Readiness Fund and the locally led Adaptation Fund, among others, to establish a mechanism for enhanced direct access for Indigenous Peoples by limiting intermediary organizations, with flexible access and transparent criteria that correspond to the needs of Indigenous Peoples.

The Permanent Forum recommends that the General Assembly conduct a highlevel meeting in September 2027 to evaluate the implementation of the outcome document of the World Conference on Indigenous Peoples and to celebrate the twentieth anniversary of the United Nations Declaration on the Rights of Indigenous Peoples, with the enhanced participation of Indigenous Peoples as a key deliverable of the event. The Forum advocates for the support of Indigenous Peoples’ preparatory efforts for that event by ensuring their full and effective participation and funding from Member States and the private sector.
