The Permanent Forum recommends that relevant special procedures of the Human Rights Council collaborate with each other and with other human rights bodies to address the situation of indigenous human rights defenders through monitoring, mediation, analysis and the provision of concrete recommendations for the effective protection of indigenous human rights defenders.

The Permanent Forum recommends that indigenous peoples, as the rightful owners and custodians of their own languages , initiate and develop their own action plans and appropriate measures for the International Year and awareness -raising campaigns to draw attention to the situation of indigenous languages.

The Permanent Forum urges the Secretary-General to convene, in consultation with the Forum and before its eighteenth session, regional consultations in each of the seven indigenous regions to discuss the modalities for the participation of indigenous people at the United Nations, including how the participation of indigenous representatives can be enhanced. The Forum urges Member States to support the organization of these regional consultations.
