The Permanent Forum recommends that the Economic and Social Council and the General Assembly ensure the meaningful participation of indigenous peoples and the Forum at the meetings of the 2019 high-level political forum on sustainable development, to be convened under the auspices of the Council and the Assembly in July and September 2019, respectively. The Forum stresses that the contributions of indigenous peoples to the implementation of the 2030 Agenda should be adequately reflected in the outcome document of the high-level political forums convened under the auspices of the Council and of the Assembly.

The Permanent Forum urges Member States, the United Nations system and private philanthropic institutions to fund activities for the implementation of the global action plan and invites UNESCO, as the lead agency for the commemoration of the International Decade, to prioritize support for projects led by indigenous peoples. The Forum urges all relevant United Nations entities, especially UNDP, UNIFEM, UNICEF and UNFPA, to:
(a) Develop methodologies and strategies to research the underlying causes of the "feminization" and "indigenization" of poverty and to develop programmes, which effectively address these underlying causes of marginalization;
(b) Perform systematic needs assessments for indigenous women based on the information provided by indigenous women’s groups and NGOs;

The Permanent Forum welcomes the recent adoption of the Food and Agriculture Organization of the United Nations (FAO) voluntary guidelines on the responsible governance of tenure of land, fisheries and forests in the context of national food security. The Permanent Forum recommends that FAO establish partnerships with indigenous peoples to implement the policy and guidelines with the aim of promoting secure tenure rights and equitable access to land, fisheries and forests as a means of eradicating hunger and poverty, supporting sustainable development and enhancing the environment.

The Permanent Forum recommends that the World Bank brings its policy on indigenous peoples (OP 4.10) into full compliance with the United Nations Declaration on the Rights of Indigenous Peoples. The Forum attaches particular importance to the need for the Bank to adopt the standard of free, prior and informed consent and, in general, to institutionalize and operationalize an approach based on human rights. The Forum reiterates its recommendation, made at its twelfth session that the emerging instruments of the Bank and other agencies must be harmonized with the Declaration, which is regarded as a reflection of the minimum human rights standards necessary for the promotion and protection of indigenous peoples, nations and communities. Such instruments should be consistent with or exceed those minimum standards. The Forum underlines the need for the Bank’s operational policies to use language that is consistent with the Declaration.
