The Permanent Forum recommends that the Economic and Social Council and the General Assembly ensure the meaningful participation of indigenous peoples and the Forum at the meetings of the 2019 high-level political forum on sustainable development, to be convened under the auspices of the Council and the Assembly in July and September 2019, respectively. The Forum stresses that the contributions of indigenous peoples to the implementation of the 2030 Agenda should be adequately reflected in the outcome document of the high-level political forums convened under the auspices of the Council and of the Assembly.

The Permanent Forum welcomes the work carried out by ECLAC through the Latin American and Caribbean Demographic Centre (CELADE)-Population Division on the production and analysis of available census data, incorporating the perspective and participation of indigenous peoples in Latin America and the Caribbean, and recommends that ECLAC:
(a) Invite the Inter-American Institute of Human Rights to contribute to its work on indicators;
(b) Increase the number of technical studies that contribute to the development of culturally sensitive indicators in order to monitor Millennium Development Goals as part of a coordinated effort by other parts of the United Nations system;
(c) Build capacity and provide technical assistance to governmental officers and indigenous organizations in the production, analysis and use of sociodemographic information for public policies, in particular taking into account the 2010 census round;
(d) Mainstream indigenous peoples’ views in all relevant activities of the institution in the context of economic, social and cultural rights.

The Forum urges all relevant United Nations entities, especially UNDP, UNIFEM, UNICEF and UNFPA, to:
(a) Develop methodologies and strategies to research the underlying causes of the "feminization" and "indigenization" of poverty and to develop programmes, which effectively address these underlying causes of marginalization;
(b) Perform systematic needs assessments for indigenous women based on the information provided by indigenous women’s groups and NGOs;

The Permanent Forum welcomes the recent adoption of the Food and Agriculture Organization of the United Nations (FAO) voluntary guidelines on the responsible governance of tenure of land, fisheries and forests in the context of national food security. The Permanent Forum recommends that FAO establish partnerships with indigenous peoples to implement the policy and guidelines with the aim of promoting secure tenure rights and equitable access to land, fisheries and forests as a means of eradicating hunger and poverty, supporting sustainable development and enhancing the environment.

For the post-2015 dialogue and outcomes to accomplish a sea change and paradigm shift away from a North-South dialogue to one of universally addressing the post-2015 objectives in order to improve the lives of all, including indigenous peoples in developed countries, the Forum recommends that efforts must be made to guarantee the direct participation of indigenous peoples from the world’s most developed and affluent countries in all thematic consultations, conclusions and recommendations so that their voices and concerns can be heard.

The Permanent Forum invites the secretariat of the United Nations Framework Convention on Climate Change to share the findings of the next open multi-stakeholder dialogues on the operationalization of the local communities and indigenous peoples platform at the seventeenth session of the Forum. The Permanent Forum reiterates its concern over environmental violence, in particular the pervasive impacts of such violence on indigenous women and girls. The Forum takes note with appreciation of the recommendations from the third International Indigenous Women’s Symposium on Environment and Reproductive Health, held at Columbia University in New York on 14 and 15 April 2018. The Forum recommends that members of the Inter-Agency Support Group on Indigenous Peoples’ Issues and the relevant special procedures of the Human Rights Council consider ways to address and incorporate the recommendations from that Symposium.
