The Permanent Forum calls on States to enter into discussions with indigenous peoples whose traditional lands are now incorporated in protected areas, with a view to reaching binding agreements that will not only acknowledge the legitimate interests of wildlife conservation but also recognize and guarantee the rights of those communities under articles 8 (2), 18, 19, 26 and 32 of the United Nations Declaration on the Rights of Indigenous Peoples.

Follow the principle of free, prior and informed consent at all levels and take into account both the Fundamental Principles of Official Statistics as established by the Statistical Commission and provisions on human rights and fundamental freedoms and data protection regulations and privacy guarantees including respect for confidentiality. The Permanent Forum commends UNFPA for its financial and technical support for strengthening national capacity for censuses, surveys and needs assessments, and for its focus on the 2010 round of censuses, the results of which will be critical for assessing progress towards the Millennium Development Goals. The Permanent Forum recommends that UNFPA vigorously promote the inclusion of indigenous peoples in the 2010 round of censuses, particularly in cases where Governments may seek to avoid questions pertaining to indigenous peoples.

Recalling the Workshop on Data Collection and Disaggregation for Indigenous Peoples (see E/C.19/2004/2 for the report of the Workshop), the Permanent Forum welcomes the ongoing collaboration with the United Nations Statistics Division in reviewing national practices in data collection and dissemination in the areas of ethnicity, language and religion. In the light of this work, as well as of the 2010 World Population and Housing Census Programme, the Permanent Forum reiterates its support to the Statistics Division as expressed in the report of the Permanent Forum on its fourth session and its recommendations contained in paragraphs 80 and 81of that report.

The 2030 Agenda is now in its fourth year of implementation, yet few countries refer to indigenous peoples in their voluntary national reviews. The Permanent Forum therefore urges countries undertaking voluntary national reviews at the high-level political forum on sustainable development to include indigenous peoples under all Sustainable Development Goals.

The Permanent Forum recommends that the Inter-agency and Expert Group on Sustainable Development Goal Indicators provide support for the inclusion and methodological development of core indicators for indigenous peoples in the global indicator framework, in particular the inclusion of the indicator on the legal recognition of the land rights of indigenous peoples for the targets under Goals 1 and 2.
