The Forum recommends that UNESCO, other cultural institutions and academic institutions:
(a) Recognize and document the diversity of gender relations in indigenous communities based on active community input and participation;
(b) Examine and document women’s spheres of power in indigenous societies, taking into account traditional mechanisms of gender definition and distinction (e.g., pollution/purity, gender-specific roles in ritual, gendered division of labour);
(c) Examine and document the instrumental role of women in indigenous societies as the custodians of sacred knowledge and power, and as medical specialists;
(d) Highlight and give recognition to women’s instrumental roles in indigenous societies as educators, healers and ritual specialists;
(e) Highlight indigenous women’s traditional skills, arts and crafts and publicize them through the media, cultural institutions etc.

The Permanent Forum acknowledges the establishment by the World Bank of an inclusive forum for indigenous peoples to strengthen the Bank’s engagement with indigenous peoples, which should assist the Bank in implementing a human rights-based approach to development. The Forum also calls upon the Bank, in collaboration with indigenous peoples, to develop detailed guidance on the proper implementation, review and monitoring of processes on free, prior and informed consent and to ensure that its projects protect and enhance customary land tenure systems in the implementation of Environmental and Social Standard 7 and the Environmental and Social Framework approved by the World Bank in 2016.

The United Nations Conference on Sustainable Development (Rio+20) should embrace the cultural dimensions of sustainable development. The Permanent Forum recommends that the Conference approve the cultural indicators as a fourth “pillar” for the elaboration of development policies for all peoples.

The Permanent Forum reiterates to the parties to the Convention on Biological Diversity, and especially to the parties to the Nagoya Protocol, the importance of respecting and protecting indigenous peoples’ rights to genetic resources consistent with the United Nations Declaration on the Rights of Indigenous Peoples. Consistent with the objective of “fair and equitable” benefit sharing in the Convention and Protocol, all rights based on customary use must be safeguarded and not only “established” rights. The Committee on the Elimination of Racial Discrimination has concluded that such kinds of distinctions would be discriminatory.

The 2030 Agenda is now in its fourth year of implementation, yet few countries refer to indigenous peoples in their voluntary national reviews. The Permanent Forum therefore urges countries undertaking voluntary national reviews at the high-level political forum on sustainable development to include indigenous peoples under all Sustainable Development Goals.

The Permanent Forum requests UNESCO to host a joint seminar with the Expert Mechanism on the Rights of Indigenous Peoples and other relevant United Nations mechanisms for the purpose of exploring the development of a new international mechanism on the repatriation of ceremonial objects and human remains. Furthermore, the Forum calls upon all States with national repositories of indigenous cultural items and ancestral remains, including museums and universities, to work with UNESCO to create an international database and inventory of these items accessible to indigenous peoples as a basis for initiating dialogue.

The Permanent Forum urges States to recognize and protect indigenous peoples’ cultural right to water and, through legislation and policy, to support the right of indigenous peoples to hunt and gather food resources from waters used for cultural, economic and commercial purposes. This is consistent with article 25 of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum welcomes the study to examine challenges in the African region to protecting traditional knowledge, genetic resources and folklore prepared by Paul Kanyinke Sena (E/C.19/2014/2), acknowledges the support provided by the WIPO secretariat towards the completion of that study and, in this regard, calls upon the WIPO secretariat to extend its outreach and awareness-raising activities in respect of indigenous peoples, with a particular focus on African indigenous peoples so as to increase their awareness of WIPO processes, and to further develop culturally appropriate training and capacity-building materials for indigenous peoples consistent with article 41 of the Declaration.

Considering that 2008 is the International Year of Languages, the Permanent Forum recommends holding an expert group meeting on indigenous languages that will call upon States, the United Nations system and indigenous peoples and their organizations to consider the following elements:(a)Working towards concrete actions and legislative development aimed at eliminating discrimination against the current use of indigenous languages;(b)Developing programmes aimed at promoting the empowerment of indigenous languages through all mediums, including radio and television;(c)Supporting and increasing the number of centres for the study of indigenous languages;(d)Financing and supporting schemes for special projects that are formulated by indigenous peoples and are focused on revitalization and rescue of threatened languages;(e) Designing, in consultation with indigenous peoples and the Permanent Forum, the organization of a world conference on linguistic diversity, indigenous languages, identity and education, as a contribution to the programme of the Second International Decade of the World’s Indigenous People.
