Education in the mother tongue and bilingual education, foremost in primary and secondary schools, lead to effective and long-term successful educational outcomes. The Permanent Forum urges States to fund and implement the Programme of Action for the Second International Decade of the World’s Indigenous Peoples, specifically in the following education-related objective. The Forum underlines the need for States to respect and promote indigenous peoples’ definitions of learning and education, founded on the values and priorities of the relevant indigenous peoples. The right to education is independent of State borders and should be expressed by indigenous peoples’ right to freely traverse borders, as supported by articles 9 and 36 of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum recommends to Member States that the development agenda beyond 2015 adopt a human rights-based approach to development that takes into account issues of equity and sustainability and that incorporates an indigenous holistic concept of development with culture and identity. The Forum also recommends that the United Nations Declaration on the Rights of Indigenous Peoples constitute the normative framework of this work.

The Forum decides to form a working group, including experts on statistics, to set directions for future statistical work, including that of the United Nations Statistics Division, and also decides that representatives from the Forum shall participate in scientific meetings to improve statistics in this area of work, such as the upcoming meeting sponsored by the International Association of Official Statisticians meeting, to be held in New Zealand on 14 and 15 April 2005, on the theme "Measuring small and indigenous populations".

The high rate of indigenous children who are out of school requires urgent attention, in particular in respect of securing access by girls to high-quality and relevant education that respects the cultures and traditions of the communities and that is responsive to their needs. Given that many indigenous peoples live in regions that have been defined as geographically remote or inaccessible, and many services do not reach such indigenous and/or nomadic communities, there are also serious challenges regarding the long distances required to reach hospitals and health-care centres, which lead to higher maternal and infant mortality rates in indigenous communities. The Permanent Forum urges States to ensure that health and education services reach remote areas and meet the needs of nomadic peoples.

The Permanent Forum recommends that the co-chairs of the Open Working Group on Sustainable Development Goals invite members of the Forum and representatives of indigenous peoples, including indigenous women, youth and persons with disabilities, to participate in the dedicated meeting that the co-chairs intend to convene later in 2013 in order to have a comprehensive dialogue and interaction with indigenous peoples.

The Permanent Forum welcomes the work carried out by ECLAC through the Latin American and Caribbean Demographic Centre (CELADE)-Population Division on the production and analysis of available census data, incorporating the perspective and participation of indigenous peoples in Latin America and the Caribbean, and recommends that ECLAC:
(a) Invite the Inter-American Institute of Human Rights to contribute to its work on indicators;
(b) Increase the number of technical studies that contribute to the development of culturally sensitive indicators in order to monitor Millennium Development Goals as part of a coordinated effort by other parts of the United Nations system;
(c) Build capacity and provide technical assistance to governmental officers and indigenous organizations in the production, analysis and use of sociodemographic information for public policies, in particular taking into account the 2010 census round;
(d) Mainstream indigenous peoples’ views in all relevant activities of the institution in the context of economic, social and cultural rights.

The Permanent Forum notes that 2010 is the review year for the Beijing Platform for Action and for the Millennium Development Goals. Fifteen years after Beijing and 10 years after the Millennium Summit, the situations of poverty faced by indigenous peoples, and their lack of access to basic services like health and education, especially among women, remain pervasive. The Forum reiterates and reaffirms the Beijing Declaration of Indigenous Women as a key tool for achieving the Millennium Development Goals with respect to indigenous women and their communities while advancing commitments to the United Nations Declaration on the Rights of Indigenous Peoples. The Forum calls on Governments and United Nations agencies to provide space for indigenous peoples, especially indigenous women, in the different processes leading to the review of the Beijing Platform for Action and the review of the Millennium Development Goals to be undertaken at the High-level Plenary Meeting of the General Assembly in September 2010.
