The Permanent Forum remains concerned about the state of formal education for indigenous young people and calls upon States to fully fund bilingual and culturally appropriate primary, secondary and tertiary education programmes led by indigenous peoples, including mobile education initiatives for nomadic and semi-nomadic communities. Supporting informal and formal indigenous education systems is crucial in order to maintain and transmit traditional indigenous knowledge systems.

The Permanent Forum urges States to promote indigenous community-controlled models for the health, social, legal and other sectors of indigenous communities and service providers to follow in implementing the Declaration. It recommends that WHO revisit the report of the WHO Commission on Social Determinants of Health to address the cultural determinants of health, such as land, language, ceremony and identity, which are essential to the health and well-being of indigenous peoples.

With few commendable exceptions, indigenous peoples have been neglected in large part in the contingency measures of government authorities in response to the coronavirus disease (COVID-19) pandemic. As a result, their needs and requirements are not taken adequately into account or addressed by national programmes and policies. The Permanent Forum agrees with the United Nations Special Rapporteur on the rights of indigenous peoples that effective responses to the pandemic and recovery measures need to be a collaborative effort between indigenous institutions and State institutions. Combining indigenous knowledge of what is best for indigenous communities with State services and financial support will ensure effective outcomes.

The ongoing COVID-19 pandemic has highlighted the urgent need for the collection of disaggregated statistical data on the situation of indigenous peoples. Where such data are available, they have shown that the pandemic has affected indigenous peoples differently than other populations, requiring culturally appropriate approaches and solutions. The Permanent Forum reiterates its recommendation to Member States to collect and disseminate disaggregated statistical data on indigenous peoples, in close cooperation with indigenous peoples themselves, in order to support evidence-based policymaking and programming.

The Permanent Forum acknowledges the efforts and initiatives of States and United Nations agencies to promote mother-tongue based multilingual education, develop health programmes and provide skills to indigenous children and youth. In this regard, the Forum encourages States and United Nations agencies to increase their efforts in a targeted and wide-scale manner to respond to the needs and priorities of indigenous children and youth, especially in the areas of education and health, in a manner that is culturally sensitive and ensures their overall well-being consistent with articles 11, 14, 41 and 42 of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum welcomes the launch of online courses on the rights of indigenous peoples offered by Columbia University, OHCHR, Tribal Link Foundation, UNDP and Universidad Indígena Intercultural, and recommends that academic, indigenous and other organizations and the United Nations system seek ways to provide access to these courses for indigenous peoples living in remote areas without Internet or digital devices. Special efforts should be made to make such courses available in various languages, including indigenous languages, and to make them accessible to indigenous young people. The Forum also recommends incorporating more indigenous knowledge into universities, in consultation with the indigenous owners of the knowledge, with the design of online course content that addresses specific local and national indigenous issues in different countries, and increasing the participation and voices of indigenous peoples in online courses.

The Permanent Forum calls upon Member States to put in place specific plans for improving the health of Indigenous Peoples, including the sexual and reproductive health of Indigenous women, with particular attention to the health of Indigenous two-spirit persons, children and nomadic and semi-nomadic peoples, as well as Indigenous Peoples in voluntary isolation, in initial contact, in remote areas and in other vulnerable situations. The Permanent Forum also recommends that States provide adequate funding to Indigenous Peoples to support and ensure access to Indigenous health care, education and mental health and well-being resources.

To draw more attention to diabetes and other non communicable diseases, the Permanent Forum recommends that WHO, the Pan American Health Organization (PAHO) and Governments develop action plans to improve access by indigenous peoples living with diabetes to health prevention and care of diabetes and
non-communicable diseases. The Forum urges States to establish or reinforce community-based health programmes that empower and educate indigenous women and children to prevent and overcome diabetes and non communicable diseases.
