The Permanent Forum recommends that the United Nations Children’s Fund (UNICEF) and UNESCO reinforce quality education by building indigenous knowledge and culture into education programmes and curricula, including education for sustainable development and for natural disaster preparedness, and promoting the use of indigenous language as the medium of instruction. The important role of indigenous learning methodologies, including experiential learning with community members outside of the classroom, should also be included.

The Permanent Forum clarifies its call on United Nations entities, in its report on the twenty-first session (E/2022/43-E/C.19/2022/11), to elevate the discussion on Indigenous Peoples to the highest possible governance level of their entities to ensure system-wide ownership and support for Indigenous Peoples’ rights. It encourages Member States to ensure that United Nations entity leaders appoint Indigenous Peoples focal points who report directly to their senior staff member on Indigenous Peoples. The Permanent Forum recommends that United Nations entities employ Indigenous Peoples for these positions.

The Permanent Forum recognizes the importance of indigenous peoples knowledge systems as the basis of their development with culture and identity and therefore recommends that ongoing international processes, such as negotiations on the international regime on access and benefit-sharing of the Convention on Biological Diversity, the Ad Hoc Working Group on Long-term Cooperative Action of the United Nations Framework Convention on Climate Change, and the Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore of the World Intellectual Property Organization, should recognize and integrate the crucial role and relevance of indigenous knowledge systems in accordance with the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum welcomes the work undertaken by indigenous peoples in the regional and thematic caucus preparatory meetings and the Indigenous Global Coordinating Group drafting group and looks forward to the forthcoming recommendations of the Global Preparatory Indigenous Peoples’ Conference on the World Conference on Indigenous Peoples, to be held in Alta, Norway, from 10 to
12 June 2013, the Expert Mechanism on the Rights of Indigenous Peoples and the regional preparatory meetings and their respective contributions to the outcome document of the World Conference. All conclusions and recommendations that arise from those activities must be taken into consideration in the decision-making relating to the World Conference itself. The Forum wishes to draw attention to the collective objective of ensuring an informal hearing, interactive round tables, panel discussions and the adoption of an action-oriented outcome document of the Conference.

Numerous indigenous representatives have raised region-specific concerns about the adverse impacts of climate change on their communities. The Permanent Forum will therefore explore the potential for conducting, by appropriate United Nations entities, assessments, studies and reviews of the economic, social and cultural impacts of climate change on indigenous nations, peoples and communities. For example, the secretariat of the United Nations Convention to Combat Desertification could conduct a study on climate change and desertification in the African region.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. States Members of the United Nations and indigenous peoples must continue their constructive dialogue under the auspices of the President of the General Assembly, within the framework of the relevant decisions of the General Assembly, the Economic and Social Council and the Human Rights Council. It is also important to continue to make use of and explore ways to improve the opportunities provided through the existing formats and modalities of the Assembly, the Economic and Social Council, the Human Rights Council and various entities of the United Nations system. In that regard, the Permanent Forum welcomes the adoption by the Assembly of resolution 75/168 and the continuation of the dialogue within the context of the Forum at its twenty-first session.

The Permanent Forum welcomes the efforts of the indigenous Global Coordinating Group to respond to the request of the President of the General Assembly as its sixty-eighth session, which concluded with the nomination of two indigenous advisers. The Forum urges the President of the sixty-eighth session to formalize their designation so as to start the consultation process on the high-level plenary meeting/World Conference on Indigenous Peoples as soon as possible, by June.

The Forum recommends that States, United Nations agencies, bodies and funds, other multilateral bodies and financial institutions and other donors provide technical and financial support to protect and nurture indigenous peoples’ natural resource management, environment-friendly technologies, biodiversity and cultural diversity and low-carbon, traditional livelihoods (pastoralism; rotational or swidden agriculture; hunting and gathering and trapping; marine and coastal livelihoods; high mountain agriculture; etc.). The Forum further recommends that discussions and negotiations on strengthening the links between climate change, biodiversity and cultural diversity under the Convention on Biological Diversity or the United Nations Framework Convention on Climate Change ensure the effective participation of indigenous peoples.
