The Permanent Forum welcomes the report on the study on implementing free, prior and informed consent in the context of Indigenous Peoples (E/C.19/2023/6), presented at its twenty-second session by a former member of the Permanent Forum, Alexey Tsykarev. The Permanent Forum agrees with the recommendation in the study that Member States and businesses treat Indigenous Peoples as rights holders and work collaboratively with Indigenous Peoples to design effective models for ensuring that free, prior and informed consent is honoured. It urges States, with the full and effective participation of Indigenous Peoples, to develop national standards to ensure free, prior and informed consent for all development activities by private and public companies.

The Permanent Forum recommends that UNESCO and other United Nations entities facilitate the work of language activists, including through methodological, educational, scientific, psychosocial and financial support, within the framework of the International Decade. The Permanent Forum invites UNESCO and its Forum of National Commissions, the United Nations Children’s Fund and the United Nations Institute for Training and Research to develop, in cooperation with experts and representatives of indigenous peoples, an incubator of international methodologies in multilingual education, including studies of language revitalization best practices, teacher training and cross-cultural learning tools by 2025

The Permanent Forum recommends that the Economic and Social Council and the General Assembly ensure the meaningful participation of indigenous peoples and the Forum at the meetings of the 2019 high-level political forum on sustainable development, to be convened under the auspices of the Council and the Assembly in July and September 2019, respectively. The Forum stresses that the contributions of indigenous peoples to the implementation of the 2030 Agenda should be adequately reflected in the outcome document of the high-level political forums convened under the auspices of the Council and of the Assembly.

In accordance with the outcome document of the high-level plenary meeting of the General Assembly known as the World Conference on Indigenous Peoples and the system-wide action plan, all funds, programmes and specialized agencies are urged to adopt policies to inform their work with indigenous peoples that include indigenous peoples’ right to self-determination and free, prior and informed consent. Progress achieved will be discussed at future sessions of the Permanent Forum.

The Permanent Forum thanks countries in Asia that have already incorporated indigenous languages into primary education and urges Member States and the United Nations system to provide funding to implement policies related to indigenous languages and ensure the incorporation of indigenous languages into the curricula at all education levels.

The Permanent Forum urges Member States to provide financial support to the trust fund on indigenous issues (fund 32FII) to support the work of the Forum in implementing its mandate and to the United Nations Voluntary Fund for Indigenous Peoples to facilitate the participation of indigenous peoples in key United Nations meetings and processes. The Forum recommends that States, private foundations, intergovernmental organizations and NGOs support the work of indigenous-led funding initiatives.

The Permanent Forum calls on United Nations entities to elevate the discussion on indigenous peoples to the highest possible governance level of their entities in order to ensure system-wide ownership and support for indigenous peoples’ rights. It encourages the focal points of United Nations entities to facilitate the commencement of dialogues between the Permanent Forum and the heads of the entities. The objective of such dialogues could include reviews of the entities’ internal policies and safeguards guaranteeing the right to self-determination of indigenous peoples, respect for their free, prior and informed consent and due diligence in accordance with the United Nations Declaration on the Rights of Indigenous Peoples and other relevant international standards by the end of 2022

The Permanent Forum welcomes the work carried out by the United Nations Educational, Scientific and Cultural Organization (UNESCO) in preparation for the 2019 International Year of Indigenous Languages and welcomes and supports the action plan for the International Year that was developed in cooperation with Member States, the Forum, the Special Rapporteur on the rights of indigenous peoples and the Expert Mechanism on the Rights of Indigenous Peoples, as well as indigenous peoples and a range of different stakeholders. The Forum calls upon Member States to implement the action plan in partnership with indigenous peoples, respecting the principle of “nothing about us without us”, including the establishment of national steering committees and national action plans for the International Year. States should allocate adequate funding for the successful implementation of the International Year.

The Permanent Forum recommends that UNESCO, with the participation of indigenous peoples, urgently declare as the organization’s priority the preservation, revitalization and promotion of indigenous languages. UNESCO is also urged to initiate international processes for the establishment of international standards on the preservation of indigenous languages. In particular, the Forum recommends that UNESCO collaborate with efforts led by indigenous peoples and others to map indigenous languages, such as the Endangered Languages Project.

The Permanent Forum encourages Member States, local authorities and UNESCO to assist indigenous peoples in establishing working groups on language planning, development and modernization, with financial support. Furthermore, the Permanent Forum recommends that UNESCO undertake a study on best practices for language curriculum development and publicize its findings by 2024.
