The Permanent Forum calls on United Nations entities to elevate the discussion on indigenous peoples to the highest possible governance level of their entities in order to ensure system-wide ownership and support for indigenous peoples’ rights. It encourages the focal points of United Nations entities to facilitate the commencement of dialogues between the Permanent Forum and the heads of the entities. The objective of such dialogues could include reviews of the entities’ internal policies and safeguards guaranteeing the right to self-determination of indigenous peoples, respect for their free, prior and informed consent and due diligence in accordance with the United Nations Declaration on the Rights of Indigenous Peoples and other relevant international standards by the end of 2022

Responses

DPPA-DPO-PBSO

In 2022, the Americas Division, in its capacity as Focal Point on Indigenous issues, attended the UN Permanent Forum on Indigenous Issues to strengthen its engagement with the Forum, relevant UN AFPs as well as Member States. DPPA also held meetings with the Chair of the UN Permanent Forum on Indigenous Issues and the UN Special Rapporteurs on the Rights of Indigenous Peoples to raise awareness and strengthen DPPA’s analysis on Indigenous issues. AD also continued to work closely with RCs and UNCTs on prevention initiatives including Indigenous Peoples. – pages 2-3.

IFAD 

In its updated Policy of Engagement with Indigenous Peoples, approved by IFAD Executive Board in December 2022, which sets out the principles, instruments and procedures for IFAD’s work with IPs… page 3.

UN HABITAT

UN Habitat has raised:

·         awareness of the UN Declaration on the Rights of Indigenous Peoples through social media engagement both from institutional UN-Habitat accounts and from the account of the Executive Director.

·         Distributed press releases and news stories on the importance of participation of indigenous peoples in urban decision-making.

·         Promoted partner materials on the rights of indigenous peoples.

·         UN-Habitat’s Human Rights and Social Inclusion Unit worked with Regional and Country teams on all project proposals to ensure the rights of indigenous peoples are appropriately considered at all stages of projects. – pages 2 & 3.

WFP

WFP’s Indigenous Peoples’ Affinity Group formed in 2021 is made up WFP employees interested in and/or working on Indigenous peoples’ issues from different units within headquarters, regional offices, and country offices. It is a mechanism to enable the exchange of information and activities on Indigenous peoples. The Affinity group is growing, has an active following and is a platform for greater engagement across regions and countries. A social media yammer page on Indigenous peoples was set up to share information across the organization and is available to all WFP staff – page 3.
