Furthermore, States should strengthen measures, systems and resources to effectively address all forms of violence against indigenous women, such as female genital mutilation; child marriage; sexual abuse; forced labour; modern slavery; domestic, institutional and political violence, including in the context of forced displacement; sexual exploitation; trafficking; armed conflict; and the militarization of indigenous lands and territories.

The Permanent Forum welcomes General Assembly resolution 65/198, by which it expanded the mandate of the United Nations Voluntary Fund for Indigenous Populations to facilitate the participation of indigenous representatives in meetings of the Human Rights Council and the human rights treaty bodies. With the large number of human rights violations that indigenous representatives bring to the Permanent Forum, it encourages indigenous representatives to take advantage of this opportunity.

With regard to paragraph 139 of the report of the Permanent Forum on its sixth session, the Forum calls upon Governments, indigenous peoples organizations, regional administrations and local self-governance organs of the countries of the Arctic region to take an active part in the discussion on the Arctic region at the eighth session of the Forum. The Forum urges the Board of Trustees of the United Nations Voluntary Fund for Indigenous Populations to give special consideration to applications from indigenous participants from the Arctic region.

The Millennium Campaign should raise awareness about the Millennium Development Goals and indigenous peoples, providing space for indigenous youth to express their views and share experiences related to Millennium Development Goals issues, enable young indigenous people to interact with their national leaders, and facilitate networking between youth groups to crystallise new projects. The Permanent Forum welcomes the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) strategy of inclusion and visibility of indigenous women, which responds to the system-wide action plan on the rights of indigenous peoples and the recommendation of the Forum (E/2014/43/Corr.1-E/C.19/2014/11/Corr.1, para. 35) on including the priorities of indigenous women in global, regional and national programmes. The Forum encourages Member States to allocate sufficient funding for the implementation of the strategy. The Forum encourages UN-Women to emphasize enhancing the participation and capacities of indigenous young women and girls and to report on progress made to the Forum at its eighteenth session.

Bearing in mind the principle of free, prior and informed consent as enshrined in the United Nations Declaration on the Rights of Indigenous Peoples, the Permanent Forum recommends that relevant UNICEF materials be translated into the languages of and made accessible to the indigenous peoples with whom the Fund is working so that they can participate fully in the planning and implementation of projects that directly or indirectly affect them.

The Permanent Forum expresses its appreciation to the United Nations Institute for Training and Research (UNITAR) for its training programme established to enhance the conflict prevention and peacebuilding capacities of indigenous peoples’ representatives, which has provided outstanding training for 270 indigenous representatives since 2000, and recommends that this important programme be supported henceforth through the regular budget of the United Nations.

The Permanent Forum welcomes the initiative taken by the International Organization for Migration (IOM) and the secretariat of the Permanent Forum to convene a first expert meeting on the nexus between indigenous peoples and migration and endorses the recommendations of that meeting and requests further inter-agency cooperation and collaboration regarding data collection and case studies on indigenous peoples and migration, in particular the creation of a task force to specifically address migration issues of indigenous peoples within the existing Inter-Agency Support Group on Indigenous Issues for the Permanent Forum. Such a task force could assist with studies by indigenous leaders and experts and promote capacity-building projects dealing with the migration of indigenous peoples.
