The Permanent Forum commends the UNDP Regional Bureau for Latin America and the Caribbean for starting a regional initiative building on the Programme’s experience in Asia. The Forum recommends that the initiative be consolidated and that the Regional Bureau implement a regional programme to ensure cross-fertilization of good practices among countries and coherent policy approaches. The Forum encourages the Regional Bureau to strengthen its capacity and, together with the Inter-Agency Support Group, looks forward to supporting those efforts through specialized training workshops for United Nations country teams.

The Permanent Forum recommends that the Statistical Commission and the United Nations Statistics Division use the System of Environmental-Economic Accounts in the development of a coherent and integrated set of indicators for monitoring the situation and well-being of indigenous peoples and the implementation of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum highly appreciates the initiatives undertaken by IFAD to highlight the need to give a high profile to indigenous issues within the organization and globally by nominating an Assistant President on Special Assignment for Indigenous and Tribal Issues. The Permanent Forum recommends that IFAD ensure that the gains made so far are sustained in the future and urges other organizations and international financial institutions to follow the Fund’s example by assigning a person in a senior management position to coordinate indigenous issues within their organization.

The Permanent Forum acknowledges the work of the International Telecommunication Union, in collaboration with indigenous peoples’ organizations, on digital inclusion training programmes in the Americas region. The Permanent Forum recognizes the need to undertake additional efforts aimed at eliminating the existing digital inequality affecting indigenous peoples and invite s the International Telecommunication Union to expand its programmes globally, with a special emphasis on nomadic and semi-nomadic indigenous peoples.

The Permanent Forum reiterates the recommendation contained in paragraph 40 of its report on its seventeenth session, in which it recommended that the Commission on the Status of Women organize a high-level interactive dialogue on the rights of indigenous women, to coincide with the twenty-fifth anniversary of the Fourth World Conference on Women: Action for Equality, Development and Peace, in 2020, to review progress made towards the achievement of the Sustainable Development Goals, with a focus on links to the Declaration. The Forum invites States, in cooperation with indigenous peoples’ organizations and with the support of the United Nations system, to conduct preparatory processes, with the full and effective participation of indigenous women of all ages.

The Permanent Forum acknowledges the Fund’s country strategic opportunities programmes as an important instrument for actively focusing on indigenous issues at the national level. The Permanent Forum recommends that IFAD construct mechanisms to secure the complementary use of the national operative planning instruments and the new institutional policy on engaging with indigenous peoples. The alignment of those instruments with the future institutional policy on indigenous issues is important for the mainstreaming of indigenous peoples’ issues within IFAD.

Indigenous peoples have been a distinct constituency at the United Nations since 1977 and, with the adoption of the United Nations Declaration on the Rights of Indigenous Peoples by the General Assembly in 2007, their inherent rights were affirmed as the international minimum standard. The Permanent Forum reiterates the position of the Special Rapporteur on the rights of indigenous peoples, namely that it is unacceptable to undermine the status and standing of indigenous peoples by combining or equating them with non-indigenous entities such as minorities, vulnerable groups or local communities. Such attempts, whether by States or United Nations entities, are not acceptable and will be challenged by indigenous peoples and those mandated to defend their rights. The Permanent Forum urges all United Nations entities and States parties to treaties concerning the environment, biodiversity and the climate to eliminate the use of the term “local communities” in conjunction with indigenous peoples, so that the term “indigenous peoples and local communities” would be abolished.
