The Permanent Forum recommends that the International Fund for Agricultural Development (IFAD) convene platforms of dialogue with countries, United Nations agencies and private sector actors to find solutions to improve the economic empowerment of indigenous peoples consistent with their cultural identity and diversity, as well as sustainable and equitable development. The Forum also recommends that specific indicators pertaining to the well-being of indigenous peoples be systematically adopted in IFAD-funded projects implemented in accordance with article 41 of the Declaration.

The Permanent Forum welcomes the dialogues to support indigenous peoples’ preparations for the United Nations Food Systems Summit. The Forum requests Member States and the secretariat of the Summit to guarantee the participation of indigenous peoples at the Summit with a view to ensuring due reflection of indigenous peoples’ rights and issues in the relevant outcome documents.

The Permanent Forum encourages Member States, in cooperation with United Nations agencies, to develop social policies that will enhance the production of indigenous peoples’ traditional foods and promote the restoration or recovery of lost drought-resistant indigenous food varieties to ensure food security. In this context, the Forum recommends that Burkina Faso, Mali and the Niger, as well as United Nations agencies such as FAO, IFAD and the Office for the Coordination of Humanitarian Affairs, establish a committee, in full consultation with and with the participation of indigenous peoples, aimed at preventing food crises in the sub Saharan region where indigenous peoples reside. The committee’s objective should be to prevent humanitarian disasters and, in particular, to prevent starvation at the same level as the disaster that struck the region in 1973.

The Permanent Forum recommends that a capacity-development component be included in UNDP projects that affect indigenous peoples. The Forum also recommends that the experience and knowledge of the Small Grants Programme of the Global Environmental Facility be utilized by other small-grant schemes and that a stronger link be developed between efforts to enhance the capacity of indigenous peoples’ organizations and UNDP efforts to enhance the participation of indigenous peoples in national policy processes

The Permanent Forum recommends that WHO and FAO, together with the Inter‑agency Support Group on Indigenous Peoples’ Issues, promote dialogue forums at the national and regional levels between government ministries and indigenous peoples to establish culturally relevant strategies for addressing the epidemiological risks and the food and environmental crises resulting from the pandemic, as well as for addressing access to justice and the safeguarding of indigenous peoples’ territorial control.

The Permanent Forum welcomes the efforts of UNDP to endorse the political participation of indigenous peoples in Latin America and the Caribbean and its support in the preparation of the report on democracy and indigenous peoples in the region. The Forum encourages all United Nations entities to mainstream indigenous gender issues and to integrate the special needs and concerns of indigenous women into their programmes and policies by taking the following steps:
a. Compiling and integrating disaggregated data (both qualitative and quantitative in nature and taking into account local and regional cultural/social/ economic differences) on indigenous women’s issues in their own annual reports. The Forum commends those who have already begun to address this issue of lack of relevant data;
b. Integrating indigenous experts on indigenous women’s issues in their programming staff;
c. Appointing indigenous focal points on indigenous women’s issues within wider gender portfolios;
d. Planning special events centred on the theme "Indigenous men" and integrating that theme in their documentation and outreach activities (web site, reports etc.);
e. Increasing outreach to indigenous women’s organizations worldwide;
f. Increasing the outreach and information flow to and from the academic community, including indigenous educational institutions, on indigenous women’s issues.

The Permanent Forum welcomes the consideration of the empowerment of indigenous women as the focus area of the Commission on the Status of Women at its sixty-first session and urges Governments to report on efforts made to fully implement Commission resolution 49/7, entitled “Indigenous women: beyond the 10-year review of the Beijing Declaration and Platform for Action”, and its resolution 56/4, entitled “Indigenous women: key actors in poverty and hunger eradication”.

The Permanent Forum congratulates the International Fund for Agricultural Development (IFAD) on the establishment of an indigenous peoples’ forum on 18 February 2011. This is consistent with international standards and, in particular, with the United Nations Declaration on the Rights of Indigenous Peoples. It is also an example of good practice to be followed by other United Nations entities. The Forum encourages IFAD to: (a) actively promote the participation of indigenous peoples’ organizations in country strategies and programme cycles; (b) improve the design, monitoring and evaluation of IFAD-funded projects by using specific indicators for the well-being of indigenous peoples and by promoting an independent assessment of such projects by indigenous peoples; and (c) improving its advocacy role in disseminating its best practices in terms of development approaches with indigenous peoples at the national, regional and international levels.
