The Permanent Forum is deeply concerned about the particular vulnerabilities
of indigenous children. In this regard, it notes the study of the Expert Mechanism on
the Rights of Indigenous Peoples on the rights of the indigenous child under the
United Nations Declaration on the Rights of Indigenous Peoples (A/HRC/48/74) and
the note by the Secretariat entitled “Update on the promotion and application of the
United Nations Declaration on the Rights of Indigenous Peoples: violence against
children” (E/C.19/2022/4), prepared in collaboration with the Special Representative
of the Secretary-General on Violence against Children. The Permanent Forum calls
upon Member States to prioritize the human rights of indigenous children and young
people, in cooperation with indigenous peoples. The Permanent Forum further calls
upon those States that have not yet ratified the Convention on the Rights of the Child,
including its three Optional Protocols – on a communications procedure, on the sale
of children, child prostitution and child pornography and on the involvement of
children in armed conflict, to do so as soon as possible.
The Permanent Forum welcomes the work of the Government of Bangladesh with United Nations country offices to support peace in the Chittagong Hill Tracts. The Permanent Forum further welcomes the ongoing study on the status of implementation of the Chittagong Hill Tracts Peace Accord of 1997 and invites the Government of Bangladesh, with the full and effective participation of indigenous peoples, to report on the results of the study at the twenty-second session of the Permanent Forum, setting a timeframe for its full implementation. The Permanent Forum also calls upon the Government of Bangladesh to continue to address all forms of violence, including enforced disappearances, and sexual violence against women in the Chittagong Hill Tracts committed by law enforcement agencies.
The Permanent Forum remains concerned about continuing human rights violations, including arbitrary killings and extrajudicial executions, throughout northeastern India. It echoes the call of indigenous peoples (scheduled tribes) of the region and urges India to repeal the Armed Forces Special Powers Act of 1958, investigate alleged human rights abuses in the region and hold those responsible to account.
The Permanent Forum reiterates its position, as stated in the report on its twentieth session (E/2021/43, para. 10), urging Colombia to promote and guarantee the rights of indigenous peoples, in particular by achieving the goals and indicators set out in the “ethnic chapter” of the peace agreement. In this regard, the Permanent Forum wishes to offer its support, within the terms of its mandate, to facilitate dialogues between the Government of Colombia and indigenous peoples.
Decision-making bodies, including customary and traditional bodies of conflictaffected indigenous peoples, should be recognized as legitimate parties to conflict resolution efforts. Therefore, administrative and customary authorities and traditional leaders of indigenous peoples should receive training on peaceful dispute resolution. Relevant United Nations system entities, including the Office of the United Nations High Commissioner for Refugees, the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) and the International Organization for Migration, should mobilize the financial and technical resources necessary for the worldwide use of peacebuilding tools that have been tested with success in the Sahel and of the Congo Basin
The Millennium Campaign should raise awareness about the Millennium Development Goals and indigenous peoples, providing space for indigenous youth to express their views and share experiences related to Millennium Development Goals issues, enable young indigenous people to interact with their national leaders, and facilitate networking between youth groups to crystallise new projects. The campaigns should include several elements including school-based outreach, national conferences, local workshops, media activities, including phone-in radio programs and televised debates, essay and expression contests and service days
The Forum recommends that the Inter-Agency Support Group on Indigenous Issues organize a workshop on policies and best practices of engaging indigenous youth and children on prevention of suicide among them and report to the Forum at its next session (2006)
The Forum urges States and the United Nations agencies to support the attendance and participation of indigenous youth at future sessions of the Permanent Forum
The Forum urges the members of the advisory council for the Voluntary Fund for the Second International Decade of the World's Indigenous People to allocate funds to indigenous youth-initiated projects and activities
The Forum, recalling its recommendation at its second session (para. 18) regarding an art competition among indigenous children for a logo/visual identifier for the Forum, decides to renew for another year its call for the submission of artwork by indigenous children, and calls for as wide a diseemination of information on the competition as possible so that the artwork can be received in time for the Forum's selection at the fifth session
Special emphasis should be placed by States on the involvement of city and local government authorities in engaging and supporting young indigenous people to achieve the Millennium Development Goals at the local level. Priorities for local authorities should include the creation of local youth councils with the participation of indigenous youth in decision-making, the provision of meeting spaces for young people to gather and coordinate projects, develop youth leadership, support for youth artistic and cultural expression, promotion of sport for development and peace and access to information and communication technologies
Youth employment poverty-reduction strategies of States and the intergovernmental system should especially focus on indigenous youth, women and men, who are among the most marginalized within the current economic system. Addressing the needs of indigenous youth will also help to achieve Millennium Development Goal 3 and address pressures and problems arising from mass rural-to-urban migration
