The Forum welcomes the inclusion in the 2003 Ibero-American Summit of a focus on indigenous children, and recommends that UNICEF report to the Forum on the results of the Summit in that area, and to indicate how lessons can be learned and policy approaches improved concerning indigenous children in other parts of the world with indigenous peoples, specifically Asia and Africa.

The Permanent Forum recognizes the right to participate in decision-making and the importance of mechanisms and procedures for the full and effective participation of indigenous peoples in relation to article 18 of the United Nations Declaration on the Rights of Indigenous Peoples. The Forum reiterates that the United Nations Framework Convention on Climate Change, the Stockholm Convention on Persistent Organic Pollutants, the Convention on Biological Diversity, the World Intellectual Property Organization and the International Maritime Organization should facilitate indigenous peoples’ participation in their processes.

The Permanent Forum urges States to take the measures at the national level necessary for the prevention of self-harm and suicide among indigenous children and youth, in particular by promoting the training of experts in the field of psychology who focus on issues specific to indigenous peoples. Such special training should take into account economic, historical, social, ecological and other factors, such as the loss of indigenous languages, cultures and lands.

The Permanent Forum welcomes General Assembly resolution 65/198, by which it expanded the mandate of the United Nations Voluntary Fund for Indigenous Populations to facilitate the participation of indigenous representatives in meetings of the Human Rights Council and the human rights treaty bodies. With the large number of human rights violations that indigenous representatives bring to the Permanent Forum, it encourages indigenous representatives to take advantage of this opportunity.

With regard to paragraph 139 of the report of the Permanent Forum on its sixth session, the Forum calls upon Governments, indigenous peoples organizations, regional administrations and local self-governance organs of the countries of the Arctic region to take an active part in the discussion on the Arctic region at the eighth session of the Forum. The Forum urges the Board of Trustees of the United Nations Voluntary Fund for Indigenous Populations to give special consideration to applications from indigenous participants from the Arctic region.
