The Permanent Forum recognizes the instrumental role of the Indigenous Peoples’ Centre for Documentation, Research and Information in providing essential services to indigenous peoples and encourages United Nations bodies and agencies to facilitate the work of indigenous delegates representing indigenous peoples within the United Nations system by establishing partnerships with the Centre, and to facilitate its financing.

The Forum requests: a. That each United Nations agency and organization make the Forum’s recommendations formally available to its governing body, assembly or other relevant high-level committee or organ, drawing particular attention to the recommendations specifically addressed to the organization or body concerned;

b. That Member States take into account the recommendations of the Forum in developing policies on the governing bodies of organizations to which they are members.

The Forum congratulates the United Nations Development Program for convening a productive session of the Inter-Agency Support Group on Indigenous Issues in September 2004, welcomes the expanding membership of the Inter-Agency Support Group and encourages other intergovernmental entities to join the Group, and encourages the Group to continue the practice of the participation of members of the Permanent Forum

The Permanent Forum recommends to Member States that the development agenda beyond 2015 adopt a human rights-based approach to development that takes into account issues of equity and sustainability and that incorporates an indigenous holistic concept of development with culture and identity. The Forum also recommends that the United Nations Declaration on the Rights of Indigenous Peoples constitute the normative framework of this work.
