The Permanent Forum recognizes the need to address the emergence of the mental health consequences of the pandemic. The consequences are being felt in all populations, but most acutely in populations that have traditionally been marginalized. The Forum calls for investments and preparations for mental and behavioural health interventions that are culturally adapted. Traditional medicines and practices can play a key role in the health of indigenous communities and individuals by encompassing a variety of dimensions, including the spiritual. The Forum calls on WHO, PAHO, States Members of the United Nations and indigenous peoples to work together to provide pathways for promoting mental health.

The Forum welcomes the establishment of the indigenous fellowship programme in its secretariat, and calls upon Governments, foundations and intergovernmental and non-governmental organizations to give generously to the Trust Fund of the Secretary-General in support of the Forum, and to earmark their donations for the fellowship programme.

Considering their impact on the sexual health and reproductive rights of indigenous peoples, the Permanent Forum calls, in paragraph 62 of the report, for “a legal review of United Nations chemical conventions, in particular the Rotterdam Convention, to ensure that they are in conformity with international human rights standards, including the United Nations Declaration on the Rights of Indigenous Peoples and the Convention on the Rights of Persons with Disabilities”.

The Permanent Forum recommends that States establish mechanisms and processes for consistent dialogues and consultations with indigenous peoples in their countries on ways and means to foster better relationships and to enable indigenous peoples to exercise fully their civil, political, economic, social and cultural rights, in addition to other individual and collective human rights.

The Permanent Forum appreciates the participation, at its twenty-first session, of the Special Rapporteur on the implications for human rights of the environmentally sound management and disposal of hazardous substances and wastes and recommends that the Special Rapporteur urge Member States to guarantee indigenous peoples’ rights to clean water. The Permanent Forum invites the Special Rapporteur to participate at its twenty-second session, in 2023.

The Permanent Forum therefore requests the United Nations Office for West Africa and the Sahel to support Member States in the Sahel and the Congo basin in this work, in collaboration with indigenous peoples. In general, indigenous peoples should be invited to contribute to the implementation of the mandate of the Office. Other initiatives of importance to indigenous peoples are the Joint Force of the Group of Five for the Sahel and the Great Green Wall for the Sahara and the Sahel Initiative. The Permanent Forum invites the Office to attend its twenty-second session, to be held in 2023, to share information on progress in its work.

The Permanent Forum recalls the many recommendations that call for statistics on indigenous health. Data collection and disaggregation remain a challenge. In particular, the delivery of health care in rural and remote areas remains a major obstacle to the right to health. In addition, there remains an urgent need for more indigenous health professionals, mental health services and programmes addressing non-communicable diseases and reproductive health. In particular, the Forum reaffirms the recommendation of the eighth session that an expert group meeting on sexual health and reproductive rights be held.

The Permanent Forum welcomes the progress made in operationalization of the United Nations Indigenous Peoples’ Partnership, a joint venture of the United Nations agencies, the Office of the United Nations High Commissioner for Human Rights, UNDP, ILO, UNICEF and UNFPA at the regional and country levels, in partnership with indigenous peoples, and reiterates its support to its work, firmly believing that it is critical to the implementation of the Declaration at the country level. The Forum also welcomes the contributions of the Governments of Denmark and Finland to the Partnership and calls upon States Members of the United Nations and others to support the work of the Partnership.

In the context of the implementation of the Policy on Ethnicity and Health, adopted by the executive committee of the Pan American Health Organization (PAHO) in 2017 (CE160.R11), the Permanent Forum invites PAHO and the World Health Organization (WHO) to collaborate with health institutions and policymakers to address issues related to indigenous maternal health, including the practice of indigenous midwifery. It recommends that PAHO prepare a study on the advancements in indigenous maternal health, including best practices used by indigenous midwives and supportive organizations. The Forum invites PAHO to submit the report by 2020.
