The Forum recommends that Governments integrate a gender framework that encompasses all areas of their work, including their agricultural and economic policies, and include in their policies actions that directly benefit indigenous women, through the following measures:
(a) Provide access for indigenous women to funding from public budgets;
(b) Create specific measures that enhance women’s participation in their own development processes;
(c) Create national policies that generate employment for indigenous women;
(d) Improve indigenous women’s access to education and the development of their skills, and reform education systems so that they allow women to take advantage of training and employment opportunities;
(e) Strengthen programmes in indigenous communities that ensure benefits for indigenous women.

The Permanent Forum welcomes such initiatives as the indigenous and local community, business and biodiversity consultation, held at United Nations Headquarters in New York on 12 and 13 May 2009, as a useful dialogue between the private sector and indigenous peoples, and encourages further discussions with a view to ensuring the effective implementation of the United Nations Declaration on the Rights of Indigenous Peoples while stimulating community-level businesses based on the sustainable use of biodiversity through such creative partnerships.

The Forum welcomes and encourages the active involvement of representatives of indigenous peoples and local communities in the work of the WIPO Committee and in parallel consultations and workshops organized by WIPO, and calls for such involvement to be enhanced through, inter alia, the greater use in the work of WIPO of position papers, case studies and information materials reflecting community experiences and perspectives and the funding of the participation of representatives of indigenous peoples and local communities in sessions of the WIPO Committee.

The Permanent Forum urges States to respect and support indigenous peoples’ priorities, including through the development and implementation of economic recovery strategic plans to support and strengthen indigenous peoples’ institutions, authorities and decision-making bodies in the exercise of their right to selfdetermination. The Forum recommends that FAO and the Sustainable Agricultural and Rural Development Initiative work further on the development of cultural indicators for identifying priorities and criteria and methodologies for the right to food and food security, with the participation of indigenous peoples, taking into account the protection and restoration of indigenous peoples' traditional food systems and their agrobiodiversity and associated traditional knowledge and livelihoods. The threats to sustaining such systems, such as monoculture cash crop production, mineral extraction, environmental contamination and genetically modified seeds and technology, should be addressed.

The Forum also notes with concern that the World Bank’s operational policies, including its policy on indigenous peoples, have limited application, covering only investment lending and not other Bank operations. The Forum recommends that the outcome target of the Bank’s process to review and update its safeguards be a set of safeguards and follow-up mechanisms covering all finance instruments and all other Bank operations.

The Permanent Forum welcomes the study entitled “Free, prior and informed consent: a human rights-based approach” (A/HRC/39/62), prepared by the Expert Mechanism on the Rights of Indigenous Peoples. It encourages Member States, United Nations entities, including the International Labour Organization (ILO) and the World Bank, regional development banks, the private sector, civil society organizations and other stakeholders, to use the study as guidance for understanding the principle of free, prior and informed consent when working on issues of concern to indigenous peoples. The Forum also encourages indigenous peoples to use the study to guide the development of their own community protocols on free, prior and informed consent for engaging with these stakeholders.

The Permanent Forum also welcomes the launching by FAO, during the twenty-seventh session of its Technical Committee on Agriculture, in 2020, of the global hub on indigenous peoples’ food systems. It recommends that FAO continue to facilitate the work of the global hub. In addition, the Permanent Forum welcomes the White/Whipala paper on indigenous peoples’ food systems, which was drafted under the coordination of the global hub, and which has been accepted as one of the scientific papers that will serve to inform constituents at the Summit.
