The Permanent Forum welcomes the dialogues to support indigenous peoples’ preparations for the United Nations Food Systems Summit. The Permanent Forum acknowledges the work of the International Telecommunication Union, in collaboration with indigenous peoples’ organizations, on digital inclusion training programmes in the Americas region. The Permanent Forum recognizes the need to undertake additional efforts aimed at eliminating the existing digital inequality affecting indigenous peoples and invite s the International Telecommunication Union to expand its programmes globally, with a special emphasis on nomadic and semi-nomadic indigenous peoples.

The Permanent Forum welcomes the lively and analytical dialogue that emerged from the half-day discussion on the African region and encourages the United Nations Development Group to facilitate further dialogue between States and indigenous peoples at the African continental level to foster better understanding of the United Nations Declaration on the Rights of Indigenous Peoples and the commitments to indigenous peoples that Member States have made. Within this framework, capacity-building at the national level should be enhanced.

The Permanent Forum encourages international financial institutions to establish policy mechanisms and programme frameworks requiring corporations to comply with the Guiding Principles on Business and Human Rights, which were unanimously endorsed by the Human Rights Council in 2011, in addition to the United Nations Declaration on the Rights of Indigenous Peoples, International Labour Organization Convention No. 169, the Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women.

Considering that 2008 is the International Year of Languages, the Permanent Forum recommends holding an expert group meeting on indigenous languages that will call upon States, the United Nations system and indigenous peoples and their organizations to consider the following elements:(a)Working towards concrete actions and legislative development aimed at eliminating discrimination against the current use of indigenous languages;(b)Developing programmes aimed at promoting the empowerment of indigenous languages through all mediums, including radio and television;(c)Supporting and increasing the number of centres for the study of indigenous languages;(d)Financing and supporting schemes for special projects that are formulated by indigenous peoples and are focused on revitalization and rescue of threatened languages;(e) Designing, in consultation with indigenous peoples and the Permanent Forum, the organization of a world conference on linguistic diversity, indigenous languages, identity and education, as a contribution to the programme of the Second International Decade of the World’s Indigenous People.

The Permanent Forum has paid particular attention to the significant increase in the infrastructure budget of the World Bank, from $15 billion to $45 billion in 2009, for the primary economies of developing States. The implications of this development in relation to the respect and protection of indigenous peoples’ rights have to be clearly understood, and the imperative of getting the free, prior and informed consent of indigenous peoples affected by infrastructure projects has to be guaranteed. The Forum also urges the World Bank to provide additional operational budget to manage this large increase in infrastructure spending. The Permanent Forum reiterates its previous recommendations that the World Bank revise its operational safeguard policies to be consistent with the provisions of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum welcomes the outcome of the consultation entitled “Realizing the future we want in Latin America and the Caribbean: towards a
post-2015 development agenda”, held in Guadalajara, Mexico, in April 2013 at the initiative of the Government of Mexico, and values the good practice of exchange with other stakeholders, including civil society, the private sector and businesses. The Forum recommends that other Member States follow the same good practice.

The Permanent Forum takes note of the sixth call for proposals of the Indigenous Peoples Assistance Facility of IFAD, which is focused on advancing indigenous peoples’ biodiversity conservation and sustainable management for adaptation and resilience to climate change. The Permanent Forum urges IFAD to facilitate direct access to climate financing to indigenous peoples’ communities and organizations through the Facility and the Adaptation for Smallholder Agriculture Programme, and encourages Governments and donors to support those initiatives.
