The principles of common but differentiated responsibilities, equity, social justice and sustainable development and development with identity should remain the key principles underpinning the negotiations, policies and programmes on climate change. The human rights-based approach to development and the ecosystem approach should guide the design and implementation of local, national, regional and global climate policies and projects. The crucial role of indigenous women and indigenous youth in developing mitigation and adaptation measures should also be ensured.

The Permanent Forum recalls the many recommendations that call for statistics on indigenous health. Data collection and disaggregation remain a challenge. In particular, the delivery of health care in rural and remote areas remains a major obstacle to the right to health. In addition, there remains an urgent need for more indigenous health professionals, mental health services and programmes addressing non-communicable diseases and reproductive health. In particular, the Forum reaffirms the recommendation of the eighth session that an expert group meeting on sexual health and reproductive rights be held.

The United Nations Declaration on the Rights of Indigenous Peoples should serve as a key and binding framework in the formulation of plans for development and should be considered fundamental in all processes related to climate change at the local, national, regional and global levels. The safeguard policies of the multilateral banks and the existing and future policies on indigenous peoples of United Nations bodies and other multilateral bodies should be implemented in all climate change-related projects and programmes.

The Permanent Forum recognizes the need to address the emergence of the mental health consequences of the pandemic. The consequences are being felt in all populations, but most acutely in populations that have traditionally been marginalized. The Forum calls for investments and preparations for mental and behavioural health interventions that are culturally adapted. Traditional medicines and practices can play a key role in the health of indigenous communities and individuals by encompassing a variety of dimensions, including the spiritual. The Forum calls on WHO, PAHO, States Members of the United Nations and indigenous peoples to work together to provide pathways for promoting mental health.

The Forum recognizes the unique contributions made by indigenous women in terms of possessing and transmitting through the generations a wealth of traditional knowledge on the conservation of biodiversity and sustainable environmental management, and calls on the secretariat of the Convention for Biological Diversity, UNEP and all relevant United Nations bodies to mainstream indigenous gender issues and knowledge in national environmental policies and programmes.

The Permanent Forum urges Member States to include indigenous peoples’ rights in the outcomes of the 2019 Climate Summit called for by the Secretary- General, which will be held on 23 September 2019. The Forum also recommends that States, the United Nations system, indigenous peoples’ organizations and other partners secure funding to ensure the adequate participation of indigenous peoples at the Summit and at the preparatory meetings.

Within the framework of the UNESCO Universal Declaration on Cultural Diversity and its Action Plan, the Forum recommends that:
(a) All United Nations bodies and Governments initiate new ethnographic studies that re-evaluate stereotypical views on gender relationships within indigenous populations in order to challenge existing misconceptions by highlighting diverse community roles in which indigenous women wield real power and play leadership roles;
(b) Member States with indigenous populations develop multicultural public policies with a view to implementing the contents of the Declaration and strengthening, in an equitable manner, local cultures;
(c) UNESCO promote the recovery of underwater indigenous heritage, the oral tradition and ancient writings with a view to recognizing them as the heritage of humanity.

The Permanent Forum urges the Human Rights Council expert mechanism on indigenous peoples to evaluate whether existing and proposed climate change policies and projects adhere to the standards set by the United Nations Declaration on the Rights of Indigenous Peoples. These bodies, together with the members of the Inter-Agency Support Group for Indigenous Issues, should collaborate with States, multilateral bodies, donors and indigenous peoples to effectively ensure that the implementation of the Declaration is central to the design and implementation of climate change policies and programmes.
