Considering that 2008 is the International Year of Languages, the Permanent Forum recommends holding an expert group meeting on indigenous languages that will call upon States, the United Nations system and indigenous peoples and their organizations to consider the following elements:(a)Working towards concrete actions and legislative development aimed at eliminating discrimination against the current use of indigenous languages;(b)Developing programmes aimed at promoting the empowerment of indigenous languages through all mediums, including radio and television;(c)Supporting and increasing the number of centres for the study of indigenous languages;(d)Financing and supporting schemes for special projects that are formulated by indigenous peoples and are focused on revitalization and rescue of threatened languages;(e) Designing, in consultation with indigenous peoples and the Permanent Forum, the organization of a world conference on linguistic diversity, indigenous languages, identity and education, as a contribution to the programme of the Second International Decade of the World’s Indigenous People.

The Permanent Forum urges States to recognize and protect indigenous peoples’ cultural right to water and, through legislation and policy, to support the right of indigenous peoples to hunt and gather food resources from waters used for cultural, economic and commercial purposes. This is consistent with article 25 of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum confirms its commitment to making indigenous children and youth an ongoing part of its work. In so doing, it acknowledges the efforts made by organizations representing indigenous peoples, United Nations bodies and States to address the urgent needs of indigenous children and youth, including in the areas of education, health, culture, extreme poverty, mortality, sexual exploitation, militarization, displacement, removal by missionaries, incarceration and labour, among others.

The Permanent Forum welcomes the initiative of UNESCO, the International Union for Conservation of Nature (IUCN), the International Council on Monuments and Sites (ICOMOS) and the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) to review current procedures and capacity to ensure free, prior and informed consent, and the protection of indigenous peoples’ livelihoods, tangible and intangible heritage. During this review process, it would be advisable to review the inconsistency of approaches to natural world heritage and cultural world heritage. The Permanent Forum makes itself available to assist in the review and revision of UNESCO operational guidelines with regard to nominations and site assessments. The Permanent Forum further recommends that UNESCO invite indigenous peoples’ representatives and experts to contribute to deliberations on and recommended changes to procedures and operational guidelines.

The Permanent Forum notes the organization of preparatory meetings for indigenous youth for its sixteenth session, including the Global Indigenous Youth Caucus meeting hosted by the Food and Agriculture Organization of the United Nations (FAO). The Forum recommends that this practice be scaled up in 2018, with representative participation of indigenous youth through indigenous peoples’ organizations from all regions, and invites FAO to report on progress achieved to the Forum at its seventeenth session.

The traditional food systems of indigenous peoples depend on a healthy environment and access to traditional resources and play an important role in maintaining the communities’ cultures and identities and their health and well-being. The Permanent Forum encourages indigenous peoples, States, United Nations entities and civil society organizations to raise awareness and promote the food cultures of indigenous peoples through support for indigenous peoples’ food systems and unconditional access to traditional resources.

Recognizing the progress made, and building on the recommendations made in
its report on its first session, the Forum provides the following advice and recommendations:
(a) Encourages United Nations bodies whose activities have an impact on indigenous children and youth, including, but not limited to, the World Health Organization (WHO), the Joint United Nations Programme on HIV/AIDS (UNAIDS), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Food and Agriculture Organization of the United Nations (FAO), the International Labour Organization (ILO), the United Nations Development Programme (UNDP), the United Nations Development Fund for Women (UNIFEM), the United Nations Population Fund (UNFPA) the United Nations Human Settlements Programme (UN-Habitat), and the Department of Public Information of the United Nations Secretariat, to report regularly to the Forum. The reports should contain detailed information on and assess the progress made within programmes directed at, affecting and relating to indigenous adolescents.
(b) Reiterates its recommendation that the United Nations Childrens Fund (UNICEF), as the United Nations nodal agency on children:
Present a comprehensive report to the Forum on an annual basis, including budgetary allocations and an assessment of their impact, including details of all its initiatives undertaken in collaboration with other specialized bodies of the United Nations system relating to indigenous children and those undertaken at the international or regional levels, as well as country initiatives, where applicable; Provide information from the multi-indicator cluster survey being globally undertaken by UNICEF, disaggregating data on the antenatal health, birth, registration, immunization and early childhood development of indigenous children.

Special emphasis should be placed by States on the involvement of city and local government authorities in engaging and supporting young indigenous people to achieve the Millennium Development Goals at the local level. Priorities for local authorities should include the creation of local youth councils with the participation of indigenous youth in decision-making, the provision of meeting spaces for young people to gather and coordinate projects, develop youth leadership, support for youth artistic and cultural expression, promotion of sport for development and peace and access to information and communication technologies

The Permanent Forum encourages all States to endorse the Convention for the Safeguarding of the Intangible Cultural Heritage, considering the need to protect and enhance indigenous peoples’ distinct identities and cultural institutions, philosophies and world views, customary laws, indigenous political governance and justice systems, indigenous knowledge systems and sustainable traditional livelihoods and other economic systems, as well as to rebuild in urban centres the cultures and communities of indigenous peoples displaced from their traditional territories. The Forum calls upon States to build on good practices to ensure, safeguard and protect indigenous knowledge and intangible heritage and to promote indigenous peoples’ cultural expressions.
