The Permanent Forum notes that indigenous youth in the region are often forced to leave their home and lands to receive an education, which can pose an obstacle to the right to education. The Permanent Forum urges States in Central and Eastern Europe, the Russian Federation, Central Asia and Transcaucasia to take measures to ensure the enjoyment of the right to education by indigenous youth. The Permanent Forum encourages States of the region to facilitate the development of indigenous peoples’ self-administration, the development of their inner potential and human resources, forming parliaments following the example of the Sami people; and decent representation of the small-numbered indigenous peoples in the bodies of legislative and executive power on all levels.

The Forum recommends that States consider constitutional and other legal reform and educational reform to recognize and respect cultural, religious and linguistic diversity and spiritual practices, within the framework of international human rights standards, and to eliminate all forms of discrimination and segregation that has deepened historic inequalities.

Positive developments have been achieved in setting international human rights standards for the rights of indigenous peoples to lands, territories and resources, including by regional human rights mechanisms in Africa and the Americas. The Permanent Forum welcomes those developments, including the recent decision of the African Court on Human and Peoples’ Rights in the case of the Ogiek community in Kenya. The Forum encourages indigenous peoples and States to engage further with regional mechanisms and to implement their decisions effectively.

The Forum also invites UNICEF to transmit such situation analyses to the Forum.

The Permanent Forum therefore requests the United Nations Office for West Africa and the Sahel to support Member States in the Sahel and the Congo basin in this work, in collaboration with indigenous peoples. In general, indigenous peoples should be invited to contribute to the implementation of the mandate of the Office. Other initiatives of importance to indigenous peoples are the Joint Force of the Group of Five for the Sahel and the Great Green Wall for the Sahara and the Sahel Initiative. The Permanent Forum invites the Office to attend its twenty-second session, to be held in 2023, to share information on progress in its work.

The Permanent Forum expresses concern for the state of the world’s indigenous languages. It is estimated that there are between 6,000 and 7,000 oral languages in the world today, most of them spoken by very few individuals. The Forum recommends the adoption of a rights-based approach towards indigenous language issues that considers the full spectrum of human rights and fundamental freedoms in accordance with the Declaration. The Forum also recommends that Member States, the United Nations system, indigenous peoples’ organizations and other stakeholders share initiatives and strategies undertaken for, with and by indigenous peoples in order to recover, use and revitalize indigenous languages, including through the use of information and communication technologies.
