The Permanent Forum recommends that States: ensure that the collection of statistical data be disaggregated by sex and ethnicity; discourage monitoring that is focused only on national averages; ensure indigenous peoples’ and indigenous women’s effective participation in all stages of the preparation, coordination and implementation of data collection; develop a proper system of indicators in partnership with indigenous peoples and women; and enable a measurement of progress in the different areas.

Recalling its workshop on data collection and disaggregation concerning indigenous peoples (see E/C.19/2004/2), the Forum takes note with satisfaction of the recommendations and intends to: a) Request the World Bank to undertake a study on poverty and indigenous peoples in connection with disaggregation of data, and to present the results to the Forum at its fifth session; b) Devote in-sessional time to in-depth discussions and exchange of good practices concerning the disaggregation of data.

The Permanent Forum urges all States to substantially increase the human and financial resources made available to all indigenous communities and schools to prevent self-harm and suicide among young people, and for holistic treatment based on cultural, spiritual and linguistic revitalization, providing healthy and positive lifestyle choices and access to traditional methods of counselling based on accurate and reliable data.

The Millennium Campaign should raise awareness about the Millennium Development Goals and indigenous peoples, providing space for indigenous youth to express their views and share experiences related to Millennium Development Goals issues, enable young indigenous people to interact with their national leaders, and facilitate networking between youth groups to crystallise new projects. The Permanent Forum congratulates the International Fund for Agricultural Development (IFAD) for its ongoing work with indigenous peoples, including the operationalization of free, prior and informed consent in its funded projects, support for national policy dialogues among indigenous peoples, governments and United Nations country teams and adoption of data disaggregation for indigenous peoples in its revised Results and Impact Management System. The Forum encourages the Fund to develop specific indicators on the well-being of indigenous peoples, to be applied in its funded projects. The Forum urges IFAD to ensure that its high standards and safeguards are applied to its co-funded projects initiated by institutions that invest in large infrastructure.

The Permanent Forum recommends that the Economic and Social Council and the General Assembly ensure the meaningful participation of indigenous peoples and the Forum at the meetings of the 2019 high-level political forum on sustainable development, to be convened under the auspices of the Council and the Assembly in July and September 2019, respectively. The Forum stresses that the contributions of indigenous peoples to the implementation of the 2030 Agenda should be adequately reflected in the outcome document of the high-level political forums convened under the auspices of the Council and of the Assembly.

Recalling the special theme of its second session, "Indigenous children and youth", the Permanent Forum confirms its commitment to make indigenous children and youth an ongoing part of its work. In so doing, it acknowledges the efforts made by organizations representing indigenous peoples, United Nations bodies, especially the Committee on the Rights of the Child and States, to address the urgent needs of indigenous children and youth, and encourages partners of the Forum towards further collaboration regarding this crucial cross-cutting issue.

Considering the family separations caused by migration, and the psychological impact on men, children and women left behind, the Permanent Forum recommends that UNICEF:(a)Conduct a comprehensive study on the effects of remittances and the psychosocial and cultural impact of migrations;(b)Promote programmes to ensure continuity between countries of origin and destination in order to ensure continuity in indigenous children’s relationships with their migrant parents and the protection of migrant children;(c)Support programmes for the protection of the rights of men, children and women left behind.
