The Permanent Forum welcomes the decision by the African Commission on Human and Peoples’ Rights to promote and protect the rights of non-dominant minorities in Africa, who are distinct from indigenous populations and/or communities. While recognizing the importance of the rights of persons belonging to minorities, the Permanent Forum is concerned that the expanded mandate could compromise the current Commission standards for promoting the rights of indigenous peoples. The Permanent Forum therefore urges the Commission to establish a separate working group on minority rights. The Permanent Forum calls on the Commission to work closely with it, indigenous peoples representatives from Africa, and United Nations entities to highlight and advance the recognition, rights and participation of indigenous peoples at the regional and national levels. Furthermore, the Permanent Forum recommends that the Commission designate a focal point on indigenous people

Governments, the United Nations system and other intergovernmental organizations should, within the context of the 2005 Millennium Development Goals review and beyond, develop disaggregated data and information on indigenous peoples, in partnership with indigenous peoples. This should include a budget analysis to determine the amount of resources allotted to indigenous peoples. The Forum recommends to the Economic Commission for Latin America and the Caribbean that it continue to and strengthen its efforts regarding the production, elaboration and use of relevant information from population censuses, household surveys and other adequate sources, jointly with indigenous peoples, aiming at improving socio-economic conditions and active participation of indigenous peoples in the development process throughout the Latin American and the Caribbean region

Calling attention to the high rates of suicide among indigenous youth in some countries, the Permanent Forum reiterates its call for States and relevant national aboriginal health bodies to convene a meeting to assess the root causes of indigenous youth suicide and to formulate preventive strategies. The Forum reiterates its call on UNICEF and WHO to convene a meeting on youth suicide.

The Forum welcomes the preparation of daily press releases in English, French and Spanish on the discussions of the Forum during its session. The Forum requests the Department of Public Information, in collaboration with the secretariat of the Forum, to:

The Permanent Forum reaffirms the United Nations Declaration on the Rights of Indigenous Peoples as the normative framework for the high-level plenary meeting of the sixty-ninth session of the General Assembly, to be known as the World Conference on Indigenous Peoples. The provisions of Assembly resolution 66/296 regarding the organization of the World Conference must be given the widest and most generous interpretation possible in order to achieve the full and effective participation of indigenous peoples.

The Forum, taking into account that indigenous children, youth and women are more vulnerable and are often physically and psychologically mistreated, and that children represent the future of indigenous peoples, recommends that the Council support the declaration of an international day or an international year of the indigenous child, to be celebrated with awareness-raising activities to honour the cultural identity of indigenous peoples.

The Permanent Forum takes notes of the recent publication of the adolescent-friendly version of the United Nations Declaration on the Rights of Indigenous Peoples by UNICEF, the Forum and the Global Indigenous Youth Caucus. The Forum recommends that UNICEF, Member States and indigenous peoples translate this publication into all languages, in particular indigenous languages. The Forum also recommends that Member States, indigenous peoples and others use this publication in the curricula of studies of indigenous and non-indigenous youth.

The Permanent Forum recommends that Member States and United Nations agencies recognize indigenous peoples as distinct stakeholders and make a specific separate reference to indigenous peoples, and not simply include them under the terms “marginalized and vulnerable groups”, in both the sustainable development goals and the post-2015 development agenda, including the Small Island Developing States process, and that this recommendation, with the specific recognition of indigenous peoples’ views and priorities for development, should be reflected in the goals and targets to be developed, including appropriate indicators and data disaggregation.
