The Permanent Forum recommends that WHO establish a high-level consultative body with representatives of Indigenous Peoples to guide its work on human and planetary health. In line with the Geneva Declaration on the Health and Survival of Indigenous Peoples and the recommendations of the Permanent Forum over the past 20 years, the Permanent Forum calls upon WHO to adopt an Indigenous Peoples policy and mandate to approach the health of Indigenous Peoples in all its regions.

The Permanent Forum recalls the many recommendations that call for statistics on indigenous health. Data collection and disaggregation remain a challenge. In particular, the delivery of health care in rural and remote areas remains a major obstacle to the right to health. In addition, there remains an urgent need for more indigenous health professionals, mental health services and programmes addressing non-communicable diseases and reproductive health. In particular, the Forum reaffirms the recommendation of the eighth session that an expert group meeting on sexual health and reproductive rights be held.

The Permanent Forum recognizes the need to address the emergence of the mental health consequences of the pandemic. The consequences are being felt in all populations, but most acutely in populations that have traditionally been marginalized. The Forum calls for investments and preparations for mental and behavioural health interventions that are culturally adapted. Traditional medicines and practices can play a key role in the health of indigenous communities and individuals by encompassing a variety of dimensions, including the spiritual. The Forum calls on WHO, PAHO, States Members of the United Nations and indigenous peoples to work together to provide pathways for promoting mental health.

The Permanent Forum decides to authorize a three-day international expert group workshop on indigenous peoples’ rights, corporate accountability and the extractive industries, and requests that the results of the meeting be reported to the Forum at its eighth session, in 2009. The report of that workshop can feed into the eighteenth and nineteenth sessions of the Commission on Sustainable Development, which will address the themes of mining, chemicals, waste management and sustainable consumption and production patterns, and contribute to the review by the eighteenth session of the Commission.

Considering their impact on the sexual health and reproductive rights of indigenous peoples, the Permanent Forum calls, in paragraph 62 of the report, for “a legal review of United Nations chemical conventions, in particular the Rotterdam Convention, to ensure that they are in conformity with international human rights standards, including the United Nations Declaration on the Rights of Indigenous Peoples and the Convention on the Rights of Persons with Disabilities”.

The Permanent Forum urges the funds, programmes and specialized agencies to have a special focus on the implementation of the United Nations Declaration on the Rights of Indigenous Peoples and the system-wide action plan in a few designated countries in 2017 and 2018 and led by the United Nations resident coordinators. In selecting those countries for joint action, special attention should be given to countries that already are under focus, such as those that are carrying out voluntary national reviews for the high-level political forum on sustainable development, those that are under review by the Working Group on the Universal Periodic Review, those that are in the preparatory phases for a new United Nations Development Assistance Framework, or those in which a dialogue process between the State and the indigenous peoples is taking place.

The Permanent Forum calls upon the secretariat of the Convention on Biological Diversity to work in partnership with other members of the Inter-Agency Support Group and donors to organize regional workshops for the purposes of information exchange and capacity-building among Governments, indigenous peoples and local communities and other stakeholders with regard to the proposed international regime on access and benefit-sharing. In addition, the secretariat is called upon to provide financial support for indigenous networks to disseminate information, in appropriate and accessible languages, and through appropriate media, to indigenous communities on this issue.

The Permanent Forum intends to make the formulation of an indigenous peoples’ development index, based on the human rights affirmed in the United Nations Declaration and international human rights instruments, a recurring part of its agenda. The Forum recommends that the United Nations Development Programme, especially its Human Development Report Office, and the Office of the United Nations High Commissioner for Human Rights assist the Forum in developing such an index, building on existing initiatives by indigenous peoples and United Nations agencies, and report thereon to the Forum at its fifteenth session

The Forum notes that there is a need for capacity-building in national and local government as well indigenous communities in the areas within the Forum’s mandate, and recommends that various parts of the United Nations system, including the International Labour Organization and the secretariat of the Forum, cooperate to provide technical assistance in that regard at the request of Governments and indigenous communities.
